MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
February 23, 2010
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on February 23, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, Chuck Palmer, Darrell Stephens, Van Black, and Julie Gonzales.
Resolution No. 2010-037 : Motion was made by Brett Housley and seconded by Bonnie Howe to accept the minutes of February 9, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
ROAD SUPERINTENDENT REPORT
Darrell hasn't received any Issue 2 paperwork.
They received an additional 150 tons of salt. They used approximately 700 tons of salt this winter season.
Resolution No. 2010-038 : Motion was made by Bonnie Howe and seconded by Brett Housley to authorize to participate in the Ohio Department of Transportation's sodium chloride (rock salt) contract for the 2010-2011 winter season. The Board agreed to apply for 1600 Tons of rock salt. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
The Board agreed for Jim Mahood to put "Happy 100th Birthday Cub Scouts" on the sign at the Town Hall.
Resolution No. 2010-039 : Motion was made by Bonnie Howe and seconded by Brett Housley to advertise for bids through the State Purchase Program for a truck. Darrell Stephens agreed to give JoAnn Townend the specifications. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
There was one (1) funeral since the last meeting.
The Board agreed for Darrell to check with Jeff Parsons to see if his rate has increased to mow Homeland Cemetery.
Darrell will get rental quotes for port-o-johns for the park. JoAnn will check on how much was spent last year. Port-o-johns are placed the beginning of April through October at the park.
Clean-Up Day is scheduled for Saturday, May 15th from 8:00 AM until Noon. Portage County Solid Waste Management District will no longer accept paint on Clean-Up Day. Jim Mahood will post on the sign at the Town Hall. Darrell will inform the Road Crew.
ZONING INSPECTOR REPORT
Van reported that State Representative Dyer held a town meeting in the Rootstown Town Hall last evening.
RESIDENT'S COMMENTS
Bob Stefanik was present to ask for clarification on several questions regarding zoning. Such as how zoning regulations are enforced. Diane said the regulations are governed by the Zoning Commission and the Board of Appeals. Van told Mr. Stefanik he is welcome to go to the Zoning Office and speak with Jim to discuss the zoning book anytime.
FIRE CHIEF REPORT
The annual ladder testing has been completed. The ladders passed, but were small maintenance items that need to be completed on the ladder truck.
Chief Palmer scheduled SCBA's to be bench tested next month. This is required annually.
Chief Palmer gave JoAnn a copy of their inventory for this year.
A copy of the fuel usage for 2009 was given to the Board.
For the month of January the following calls were made:

Year: 2008 2009 Billed Amount $66,570.00 $72,860.00 Collected Amount $45,144.82 $32,795.27 Last year there were 122 billable non-resident transports.
FISCAL OFFICER
Resolution No. 2010-040 - Motion by Bonnie Howe and seconded by Brett Housley to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
JoAnn gave the Board an invitation from Portage County Regional Planning Commission training seminar for newly elected officials. They will discuss the history of RPC, their mission statement, roles and responsibilities they offer for the communities. The training is scheduled for Friday, March 5th from 9:00 AM to Noon. Brett agreed to attend.
JoAnn gave the Board correspondence from the Portage County Regional Planning Commission advising Rootstown Township's Technical Assistance Hours available and obligated as of January 1, 2010.
JoAnn presented the Board a copy of a combined invoice from the Rootstown Water Company for water usage at the Fire Station, New Milford garage and the Town Hall garage. JoAnn will call and get a detailed invoice of each location.
The Board received a letter from the County Engineer regarding a change in road mileage. There is currently 40.986 miles of road within the Township.
NEW BUSINESS
Brett attended the Ohio Township Association Winter Conference in Columbus and they recommended documentation of road inspections and repairs; traffic control and road sign inspections and conditions as well as dates of new sign placement. Taking pictures and/or video are recommended. The Board agreed to put it on the agenda for discussion at their next meeting.
