MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
March 9, 2010
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on March 9, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Darrell Stephens, Jim Mahood, and Julie Gonzales.
Resolution No. 2010-042 – Motion was made by Brett Housley and seconded by Bonnie Howe to accept the minutes of February 23, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
ROAD SUPERINTENDENT REPORT
Darrell will be ordering 60-80 feet of culvert pipe for the Camp Road project. Camp Road will be completely closed or partially closed during the work.
They patched the gravel portion of Lynn Road.
The road crew will begin their summer hours on March 15th (6:00AM-2:30PM).
Resolution No. 2010-043 – Motion was made by Brett Housley and seconded by Bonnie Howe to hold a special meeting on Wednesday, April 7th at the Town Hall at 5:45 PM to open bids for a truck for the Road Department. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Darrell reported the approximate cost for a road side mower is $34,000.00. JoAnn suggested waiting until the truck is purchased and the Issue 2 match are allocated.
Darrell will get quotes for tires for the road side mower.
Resolution No. 2010-044 – Motion was made by Bonnie Howe and seconded by Brett Housley to hire Portage Portable Toilets, Inc. to place two (2) portable toilets at the park for the 2010 park season in an amount not to exceed $130.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
The students from Maplewood Career Center completed the wooden “Swinehart Pavilion” sign. The crew will hang it on the pavilion at the park. The Board agreed for Darrell to contact the teacher to arrange pizza to be purchased.
There were two (2) funerals since the last meeting.
Resolution No. 2010-045 – Motion was made by Brett Housley and seconded by Bonnie Howe to hire Jeff Parsons Companies to mow the Homeland Cemetery in an amount not to exceed $475.00 per cut. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
JoAnn will process the clothing allowance for the road crew.
Diane asked Darrell to find out where the crosses and benches that are placed on the graves at Grandview Cemetery were purchased.
Beverly Conrad, President of the Rootstown Historical Society and Terri Fosnight were present and would like to move forward with the directory/map to be installed at Homeland Cemetery. Darrell said a tree is going to be removed at the cemetery and they may want to consider placing the directory in that location. Ms. Conrad will contact Darrell.
ZONING INSPECTOR REPORT
Jim gave the Board a copy of a mylar that was purchased.
Jim received numerous calls regarding scheduling the pavilion at the park for graduation parties.
JoAnn will get Jim a list of items that are acceptable for Clean-Up Day from the Portage County Solid Waste Management District.
The violation stickers have arrived and the road crew has been using them for vehicles parked in the streets during snow.
The Zoning Commission has been reviewing regulations regarding fencing.
FISCAL OFFICER
Diane Dillon and Brett Housley signed their bonds.
Diane Dillon signed the letter of arrangement between the Auditor of State and Rootstown Township.
Diane Dillon also signed the administration agreement with Myriad Health for medical reimbursement.
The Board signed the ground lease with the Rootstown Historical Society.

NEW BUSINESS
Steve Paulus contacted Diane regarding a civil case from 1995. She will investigate.
Diane received information from NOPEC regarding energy-related grants. Funds are available and will be used for energy conservation, renewable energy, energy education, economic development grants for advanced energy projects. Brett agreed to review the grants packet.
Resolution No. 2010-047 – Motion was made by Brett Housley and seconded by Bonnie Howe to donate $350.00 to the Rootstown Lion’s Club for the 2010 Memorial Day Parade held Monday, May 31st. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
