Minutes of the Meeting of the Rootstown Township Trustees,
MARCH 14, 2006The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on March 14, 2006. Those in attendance were Trustees Bonnie Howe, David Armentrout and Diane Dillon, JoAnn Townend, Fiscal Officer, Darrell Stephens, Chief Palmer, Jim Mahood, Van Black and Julie Carpenter.
Resolution No. 2006-054 - Motion was made by Diane Dillon and seconded by David Armentrout to accept the minutes of February 28, 2006. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
ROAD SUPERINTENDENT’S REPORT
Darrell requested a letter be sent to the County Engineer requesting them to replace culvert pipes in Ravenna Development (Lane, Smith, Front & Muzzy), at the intersection of Broadway and Roosevelt and Biltz and Tallmadge Roads. The streets have been flooding.
Darrell asked if we received any information from the Veteran’s Services regarding the Memorial Day flags. No one has received any information.
There haven’t been any problems with the equipment.
We still have plenty of salt. To date we have ordered a total of 750 tons this season.
There was one (1) funeral since the last meeting.
Darrell asked that we notify residents to remove their Christmas wreaths off the plots at Homeland Cemetery by April 7th.
The road crews clothing allowance is now due. Dave would like to know how many shirts, etc. the guys would use weekly. Darrell will get quotes.
Resolution No. 2006-055 – Motion was made by David Armentrout and seconded by Diane Dillon to advertise for proposals for material. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Darrell will be using some of his comp time towards the end of the week.
Dave received one (1) proposal to replace the windows in the Town Hall. He was unsure if the Board wanted to also replace the doors. He will get a break down of the cost and another estimate.
The safety latches have been ordered for the benches in the Town Hall.
Darrell said the County removed the tree from Mrs. Hadlock property.
Vera Hamrick said a lady on Wilkes Road would like to thank Darrell and his crew for cleaning out the ditch.
Bonnie said there was an error in the newspaper that made it look like we were having clean-up day. It stated the Lions Club is “cleaning up the streets”.
ZONING INSPECTOR’S REPORT
There were nine (9) acts of business.
Resolution No. 2006-056 – Motion was made by David Armentrout and seconded by Diane Dillon to adopt the Zoning Department Complaint Procedure Form as presented by Jim Mahood, Zoning Inspector. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Jim completed a complaint form for Mr. Synder who lives at 3078 Jay Street. He is complaining about his neighbor (3068 Jay Street) having inoperable vehicles. Jim sent a violation letter March 6th and viewed the property today. The vehicles are still not licensed properly.
Resolution No. 2006-057 – Motion was made by David Armentrout and seconded by Diane Dillon for Jim Mahood, Zoning Inspector to send a letter to the resident at 3068 Jay Street to come into compliance with the Zoning Regulations. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
The Drennen court date is March 29, 2006 at 2:00 PM. Jim took pictures of the non-compliance areas of the Drennen property. Van said these were the same items that were there years ago.
Resolution No. 2006-058 – Motion was made by David Armentrout and seconded by Diane Dillon to authorize Jim Mahood, Zoning Inspector and any members of the Zoning Commission or Board of Zoning Appeals to attend the Planning & Zoning Commission Training Workshop on April 7, 2006 in an amount not to exceed $65.00 per person plus mileage. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Bonnie does not believe employees should charge the Township mileage when delivering Zoning Commission Board packets. They could be delivered to the Town Hall and the members could pick them up.
Resolution No. 2006-059 – Motion was made by David Armentrout and seconded by Diane Dillon to change the mileage policy that any paid employee should not be compensated for mileage if they are attending any Township meeting within Township limits. Jim will be on vacation (out of town) from March 27-31, 2006. Van will be in charge and will attend the Drennen status hearing.
Resolution No. 2006-060 – Motion was made by David Armentout and seconded by Diane Dillon to accept the Zoning Informational Guide that was presented to the Board at the Joint Board Meeting. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
FIRE CHIEF’S REPORT
Drivers training class has been completed at Delphi. This was a 16-hour class which included eight (8) hours of driving through a course.
They are now training area fire departments at Terrace Hall, Kent State University for the next three (3) months.
Total runs for the month of February:
EMS: 47 Fire: 19 Car Accidents: 4 Total: 70 Diane asked Chief Palmer if he has updated their section of the website. Chief Palmer said he hasn’t had time.
UNFINISHED BUSINESS The board agreed to discuss CRA's at their next meeting at 6:30pm. The board agreed an informational item should be placed in the Record Courier in case any residents had any input on the subject.
NEW BUSINESS Dave suggested renting the Town Hall to the community. Bonnie said this issue was discussed several years ago and we are not permitted to because there are no restrooms.
FISCAL OFFICER’S REPORT The Health Department Advisory Council Meeting & Dinner will be held on March 22nd. JoAnn received a survey from Charlie Ramer for public review and comment on the Solid Waste Management Plan. JoAnn gave the Board the current copy of the employment application.
Resolution No. 2006-061 - Motion was made by David Armentrout and seconded by Diane Dillon to pay bills on file with the clerk. Upon roll call all yeas and no nays. Ron (James) Snyder, President of the Harvest Hills Home Owners Association was present. He recently moved from Jay Street and was interested if the letter was sent to the neighbor who has the inoperable vehicles. Mr. Snyder also asked if the Road Superintendent could inspect the sewer pipe on Apple Orchard in Harvest Hills. Apparently someone dug across the road to install utilities and then the speed bump was put in and now part of the pipe is surfacing.
