MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
March 22, 2011

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on March 22, 2011. Those in attendance were Trustees Brett Housley, Bonnie Howe and Diane Dillon, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Bill Hahn, Jim Mahood, Van Black, and Julie Gonzales.

Resolution No. 2011-053 – Motion was made by Diane Dillon and seconded by Brett Housley to accept the minutes of March 8, 2011. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, abstained, Brett Housley, yea.

JoAnn gave an overview of the current Township budget and the outlook for the next several years.

ROAD SUPERINTENDENT REPORT

Bill reported CTR is still repairing the Sterling truck. It should be completed by the end of the week.

The new snow plow blades have arrived and are being installed.

The road crew has been busy patching roads. If there are a couple more nice days they should be caught up.

Bill suggested installing motion sensor lights in the concession stand for the next round of NOPEC money. Also, the lights outside of the concession stand stay on all the time.

Park

Bill notified the Trustees that soccer has left the freezers on all winter.

He reported a break in at the concession stand at the park. They broke the overhead garage door and got into the attic and kicked the ceiling out in one of the restrooms. The cleaning supplies cabinet was also damaged and needs replaced. The road crew should have it all replaced by the end of the week. Bill suggested installing a 3 foot steel door.

He reported the contractor has not done anymore work to the pavilion.

The crew will be making new picnic tables when they have some rainy days.

Cemetery

There was one funeral since the last meeting (burial).

Resolution No. 2011-054 – Motion was made by Diane Dillon and seconded by Bonnie Howe upon the recommendation of the Road Superintendent to amend the Homeland Cemetery Rules & Regulations by adding the following:

There shall be only one (1) burial and up to, two (2) cremations per paid burial lot.

Upon voice vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

JoAnn received an e-mail from Chris Meduri, Portage County Prosecutor’s Office and apparently he is not receiving notification of summons or court action from Township employees. If anyone receives a summons or any court action it is to be forwarded to the Portage County Prosecutor’s Office as soon as possible.

ZONING INSPECTOR REPORT

There were four (4) act of business.

Jim notified the Trustees that Troy Cutright has been elected Chairman and Patricia Saillant is Vice Chairperson of the Zoning Board of Appeals.

The Zoning Board of Appeals hearing for Moser property was approved.

The Trustees tentatively scheduled the Joint Board Meeting for Thursday, April 21st. Jim will check with the Boards.

Jim suggested ideas for the next round of NOPEC projects.

  1. Solar panels at the pavilion
  2. Windows for basement at the rental property
  3. Update exterior and interior lighting at the park concession stand
  4. Update exterior lighting at the old building and recycling center
  5. Update exterior lighting at the garage and Town Hall
  6. Update lighting at the cemetery for flags
  7. New furnace for Town Hall
  8. Upgrade interior for lighting for Town Hall
  9. New and efficient heaters for restrooms

FIRE CHIEF REPORT

The following is a breakdown for February 2011 non-resident ambulance billing:

Chief Palmer gave the Board an e-mail from Dave Fike regarding the financing for the new fire truck. The interest rate dropped and our new annual payment will be $54,367.70 saving the Township $727.55 per year.

There are 36 employees including the road crew who need their driving abstracts completed according to our insurance carrier. Each abstract is $8.50 (total $306.00). Chief Palmer requested a check in the amount of $306.00 payable to Ohio Treasurer Kevin L. Boyce. The results should be back within four (4) weeks.

UNFINISHED BUSINESS

Resolution No. 2011-055 – Motion was made by Brett Housley and seconded by Bonnie Howe to set a public hearing for Zoning Commission amendment ZC 2010-003 - Section 390.06 W Two-Family Dwellings on Tuesday, April 26th at 6:15 at the Town Hall. Upon voice vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Judy Adamson, Zoning Commission Secretary was present to check the status of the two pending issues with the Zoning Commission that need Trustees action:

  1. Amendment to the Comprehensive Land Use Plan to remove the term “designated” in regard to park areas in the Township.
  2. Addendum to the Comprehensive Land Use Plan for areas to be considered for connecting the Township with current hike and bike trail routes.

Brett will contact Judy tomorrow to discuss these issues. The Trustees agreed that Ms. Adamson requests need to be detailed; with page #’s of Comprehensive Land Use Plan and the portions that needs to be amended and the areas were these are located.

FISCAL OFFICER

Resolution No. 2011-056 - Motion by Diane Dillon and seconded by Bonnie Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea. NEW BUSINESS

Diane suggested creating an account on Facebook for the Township. She will investigate.

Resolution No. 2011-057 – Motion was made by Diane Dillon and seconded by Bonnie Howe to donate $250.00 to the Rootstown Local Schools for the publication of the Township news in their Communicator. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2011–058 - Motion by Brett Housley to adjourn at 6:50 p.m.
