MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
March 23, 2010

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on March 23, 2010. Those in attendance were Trustees Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Darrell Stephens, Jim Mahood, and Julie Gonzales.

Resolution No. 2010-049 – Motion was made by Brett Housley and seconded by Bonnie Howe to accept the minutes of March 9, 2010. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

ROAD SUPERINTENDENT REPORT

Darrell reported they are still working on the culvert pipes on Camp Road.

The Road Crew will be landscaping the Town Hall (planting trees and shrubs).

Darrell reported a culvert pipe collapsed on Phile Drive. The pipe did damage to a resident’s driveway.

The Water Company contacted Darrell regarding an easement on Case Avenue to the water tower.

Resolution No. 2010-050 – Motion was made by Brett Housley and seconded by Bonnie Howe to purchase two (2) tires for the roadside mower from Kaufmann’s Tires in an amount not to exceed $300.00. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

Darrell obtained several quotes for ramps to load the mowing tractor so they will be able to haul it to the park.

Resolution No. 2010-051 – Motion was made by Brett Housley and seconded by Bonnie Howe to purchase ramps to load the Kubota tractor to haul to the park from White’s Farm Supply in an amount not to exceed $200.00. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-052 – Motion was made by Brett Housley and seconded by Bonnie Howe to hire Dominic’s Tree Service to remove two (2) large trees from Homeland Cemetery in an amount not to exceed $1,500.00. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-053 – Motion was made by Brett Housley and seconded by Bonnie Howe to contract with Chad Beque to open and close the park in an amount of $10.00 per day for the 2010 season. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

The port-o-johns will be delivered to the park on April 5th.

The Easter Egg Hunt will be Saturday, April 3rd at the park.

Darrell gave Brett information on safety procedures that was given to him from OTARMA.

ZONING INSPECTOR REPORT

Jim reported there was one (1) act of business.

Jim had color copies of the map made. He suggested it be put on the Township website. Julie will e-mail it to Michele Stuck.

The shower at the rental house had a leak. John fixed it by replacing all the caulking.

The Board suggested to tentatively schedule the Joint Boards Meeting for Wednesday, April 21st. Jim will check the availability with the Boards and Brett will check with Diane.

RESIDENTS COMMENTS

Mr. Steve Paulus attended to discuss a collection notice he received from a 1995 court case. Evidently there are outstanding court fees in the amount of $107.26. He believes since he was the defendant in this matter; he should not be responsible for paying these fees. The Trustees dismissed the case years ago. JoAnn spoke to Diane Dillon and from a conversation she had with Chris Meduri; Mr. Paulus is responsible for the court costs. Gene Mills was present who was a member of the Rootstown Zoning Board of Appeals at the time; he vaguely recalls the incident but hopes it is resolved.

Resolution No. 2010-054 – Motion was made by Brett Housley and seconded by Bonnie Howe to further investigate the court case (1995 CV 00317) and if the Township is at fault they agreed to pay $107.26 to the Portage County Common Pleas Court. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

Vicki Kline, candidate for Portage County Commissioner was present to introduce herself to the Trustees and residents.

FISCAL OFFICER

Resolution No. 2010-055 - Motion by Bonnie Howe and seconded by Brett Housley to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

JoAnn received a letter from Bill Steiner, Director of Portage County Solid Waste Management District notifying the Trustees that a Rootstown resident who lives on Lakewood Road will be receiving curbside recycling service at an amount of $3.00 per month.

UNFINISHED BUSINESS

Brett and Diane will be attending a meeting at NEOUCOM on Friday, March 26th titled “Powering Our Communities” dealing with grants, which are being offered by NOPEC, Inc. and funded by First Energy Solutions. These grants provide a minimum of $50,000 for each NOPEC community and are dollars that have been specifically set aside for communities for energy conservation, education and economic development.
