MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
April 13, 2010
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on April 13, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Darrell Stephens, Jim Mahood, Van Black, and Julie Gonzales.
Resolution No. 2010-059 – Motion was made by Bonnie Howe and seconded by Brett Housley to accept the minutes of March 23, 2010. Upon roll call the vote as follows: Diane Dillon, abstained, Bonnie Howe, yea, Brett Housley, yea.
Resolution No. 2010-060 - Motion was made by Bonnie Howe and seconded by Diane Dillon to accept the special meeting minutes of April 7, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, abstained.
ROAD SUPERINTENDENT REPORT
The culvert pipes have been installed on Camp Road.
Bonnie will get Darrell a copy of the labor laws poster.
The new truck has been order and will be delivered. Concord will be installing the hydraulics. There was already a recall on the truck and has been repaired.
The port-o-johns have been installed at the park.
Darrell suggested installing mulch under the tables at the park so the crew does not have to move them each time they mow. Diane will take a look at them.
Darrell has not heard anything about the map that is too be placed at Homeland Cemetery by the Rootstown Historical Society.
Bonnie mentioned the handicap tables are warping at the park. Darrell will see if they can be repaired.
Bonnie suggested placing “parking” signs at the park so residents know where to park.
The crosses at Grandview Cemetery are $38.00/each from American Monument.
Darrell asked that the holiday decorations be removed from Homeland Cemetery by May 1st.
Clean-Up Day is scheduled May 15th from 8:00 AM-12:00 PM.
Diane asked Darrell to give the Board amounts for projects for the grant proposals by the next meeting.
ZONING INSPECTOR REPORT
There were five (5) act of business.
The zoning map of Rootstown Township is now on our website.
Jim said there is a community group that would like several maps to give new residents. Diane will give Jim the maps she has left.
A Girl Scout is interested in installing a 10X10 garden at the park for a project. They would donate the plants and maintain the garden.
The trash has been cleaned up on Lynn Road.
The Board scheduled the Joint Meeting for Wednesday, April 21st at 7:00 PM at the Town Hall. Jim will contact Chris Meduri, the Zoning Board of Appeals and Zoning Commission.
FIRE CHIEF REPORT
The following is a breakdown for February 2009 non-resident ambulance billing:
Billed Amount: $8,330.00 Collected Amount: $4,804.45 Year to date Billed: $11,320.00 Year to date Collected: $10,8026.93 Resolution No. 2010-061 – Motion was made by Bonnie Howe and seconded by Brett Housley to enter into a service contract with SILCO Fire Protection to test the sprinkler and alarm system at the fire station in an amount not to exceed $500.00. This is required annually by the State of Ohio. Chief Palmer received four quotes and SILCO Fire Protection was the lowest overall cost. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
ODOT will be having a construction meeting for the bridge closings on Industry and Lakewood Roads on April 20th at 9:00 AM at the ODOT Field Office in Edinburg.
Mr. Steve Paulus attended to discuss a collection notice he received from a 1995 court case. He received the letter and dismissal entry from the Trustees but still believes the Township should pay the outstanding court fees in the amount of $107.26. He was the defendant in this matter; and he should not be responsible for paying these fees. After discussion the Board adopted the following resolution.
Resolution No. 2010-062 – Motion was made by Diane Dillon and seconded by Brett Housley to pay the outstanding court fees (Rootstown Township Trustees vs. Stephen J. Paulus - Case No. 1995 CV 0317) in the amount not to exceed $107.26 to the Portage County Common Pleas Court. The Board agreed that this would not set a precedent, but due to extra ordinary circumstances and the fact that is was over 15 years ago, the Trustees would pay the bill. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
FISCAL OFFICER
Resolution No. 2010-063 - Motion by Bonnie Howe and seconded by Brett Housley to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
NEW BUSINESS
Diane said the health debit cards are not working. There have been numerous occasions that they have not worked. JoAnn will contact Sean Sprouse, Employee Benefits Consultant from Burnham and Flowers.
Diane asked the Trustees for ideas that the Township could offer residents such as a leaf pick up program.
