MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
April 14, 2009
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on April 14, 2009. Those in attendance were Trustees Bonnie Howe, David Armentrout and Diane Dillon, Darrell Stephens, Chief Palmer, Jim Mahood, Van Black and Julie Gonzales.
Resolution No. 2009-072 – Motion was made by David Armentrout and seconded by Diane Dillon to accept the minutes of March 24, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
ROAD SUPERINTENDENT REPORT
Darrell received the Notice to Proceed form from the state for Bird Development - Issue 2 project.
A couple road crew employees will be assisting the Lion’s Club Clean-Up Day on Saturday.
The Clean-Up Day for the Township is Saturday, June 6th from 8AM to Noon at the New Milford Road Site.
Resolution No. 2009-073 – Motion was made by David Armentrout and seconded by Diane Dillon to hire D&M Contracting Co. to remove the tanks at the Township garage in an amount not to exceed $3,257.60. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
The mowers are ready to go.
A part on John’s truck was recalled. They will be getting it repaired.
There was one (1) funeral since the last meeting.
Resolution No. 2009-074 – Motion was made by David Armentrout and seconded by Diane Dillon to hire Dominic Tree Service to remove several trees in the Homeland Cemetery and the Olde Cemetery in an amount not to exceed $4,800.00. The Board asked Julie to write a letter to the County Engineer for a quote to assist with paving/asphalting the roads at the park. The road crew will be removing the carpet out of the rental house.
The Board suggested Darrell get quotes to replace the sidewalks at the entrance of the Zoning and Road Department of the Town Hall.
ZONING INSPECTOR REPORT
Jim reported there were five (5) acts of business.
Jim has been assisting the road crew at the rental house. Jim gave the Board a quote for carpet, linoleum, paint, etc.
Resolution No. 2009-075 – Motion was made by David Armentrout and seconded by Diane Dillon to purchase materials for the rental house from Sherwin-Williams in an amount not to exceed $3,200.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Dave and Jim will be attending a Seminar on Saturday hosted by the Portage County Prosecutor’s Office at Reed Memorial Library from 8:30 AM – 11:00.
Dave will also attend the 11th Annual Portage County Environmental Conservation Awards Benefit Reception & Silent Auction Saturday, April 18th at the Kent American Legion Hall.
FIRE CHIEF’S REPORT
For the month of March the following calls were made:

Resolution No. 2009-076 – Motion was made by Diane Dillon and seconded by David Armentrout upon the recommendation of Chief Palmer, to repair the turn out gear by Shamrock Gear and Repair at a cost not to exceed $2,500.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Resolution No. 2009-077 – Motion was made by David Armentrout and seconded by Diane Dillon to authorize the Fire Department to participate in the Roper Lock Box Program for Rootstown residents. The lock boxes are $19.95 each and $5.00 for the key. This program would assist Rootstown residents and allow the fire department to enter the home in the event of an emergency. The Board allocated $2,000.00 from the Fire Budget. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Chief Palmer reported the Cleveland Clinic will be conducting a trauma Boot camp class on Saturday. This will be hands-on training for staff.
UNFINISHED BUSINESS
Resolution No. 2009-078 – Motion was made by David Armentrout and seconded by Diane Dillon to remove the winter restrictions reducing load limits on all Rootstown Township roads. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Resolution No. 2009-079 - Motion by Diane Dillon and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Joe Postlehwait, President of the Hot Stove was present to give the Trustees a signed copy of their agreement.
Resolution No. 2009-080 – Motion was made by David Armentrout and seconded by Diane Dillon to enter into the agreement with the Rootstown Hot Stove League Association, Inc. for use of the Township Park during a term of one (1) year, April 1, 2009 through November 1, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
Resolution No. 2009-081 – Motion was made by David Armentrout and seconded by Diane Dillon to include the yearly review for the Rootstown Hot Stove League Association, Inc. agreement. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
NEW BUSINESS
Bonnie received a phone call from a teen that turfed the park and has offered a couple hours of community service. Bonnie will check with Darrell to see if he has clean up that needs to be done before the Memorial Day Parade.
Dave said the Eagle Scout will be attending the next Board meeting to present the Trustees several choices of a sign for the park.
Resolution No. 2009-082 – Motion was made by David Armentrout and seconded by Diane Dillon to renew our coverage with the Ohio Environmental Protection Agency for the Portage County Storm Water Management Program National Pollutant Discharge Elimination System (NPDES) Small MS4 General Permit. The Board agreed for Trustee Bonnie Howe to sign the Notice of Intent for coverage as presented by the Portage County Engineer. Bonnie spoke to the Board of Election and there is nothing in the Ohio Revised Code for placing a recycling issue on the ballot. Bonnie suggested we ask Chris Meduri for a legal opinion. Dave will follow up with Chris.
