MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
April 27, 2010

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on April 27, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Darrell Stephens, Jim Mahood, Van Black, and Julie Gonzales.

Resolution No. 2010-065 – Motion was made by Brett Housley and seconded by Bonnie Howe to accept the minutes of April 13, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Darrell suggested a letter be sent to the County Engineer requesting bid books for Issue 2 Round 24 - Camp Road Project.

Diane would like grant proposals from Darrell and Chief Palmer for the NOPEC “Powering Our Communities” at the next Board meeting. These grants provide a minimum of $50,000 for each NOPEC community and are dollars that have been specifically set aside for communities for energy conservation, education and economic development.

Darrell received a letter from Shorts Funeral Home regarding a deceased resident who is not able to pay for funeral arrangements. Diane spoke to Chris Meduri and we would follow the Ohio Revised Code; if the person is not claimed by family and is indigent; we would be responsible. The Board asked Darrell to get more details from Shorts Funeral Home.

ROAD SUPERINTENDENT REPORT

A letter was sent last week to the County Engineer requesting a survey be conducted at the canal portion heading west on Lynn Road (TH99) at the Rootstown and Brimfield Townships border. There is a culvert pipe that is collapsing and we may need to close the road. Darrell suggested another letter be sent to the County Engineer asking for their opinion as to whether the road shall be closed.

The Lion’s Club had their Clean-Up Day because of the weather; the turn out was poor.

Darrell suggested repaving the following roads for the 2011 Issue 2 Round 25.

Rosalind Drive (TH484)
Judy Road (TH1792)
Reiss Drive (TH310)
Pfile Drive (TH1768)

The deadline for the 2011 Issue 2 is June 10th.

We have been approved $151,300.00 for Issue 2 Round 24 – Camp Road Project.

The new truck is ready to be picked up at Westgate Ford. Darrell will deliver the old truck for the trade-in. A starter had to be installed in the old truck last week. The Trustees agreed for Darrell to get a couple quotes for the installation of the hydraulic system.

Darrell will need plates for the new truck. JoAnn needs the title before she can get plates. He will need 30-day tags first.

Darrell will contact Beverly of the Historical Society regarding the map that is going to be placed at Homeland Cemetery.

They will be pouring foundations at the cemetery, weather permitting.

Diane said Key Bank is sponsoring a “Help Your Community Day” and has asked if we need help. They will be painting/staining the benches and planting flowers. The Road Crew will be assisting them.

The top soil at the park has been moved and graded. Don Smith will be planting seed. Darrell will check with Mr. Smith to see what the cost would be.

Mr. Danny Litsinger contacted Darrell and asked if he could cut the grass at the parkland on Route 18 (formerly Wischt property). The Board agreed for him to cut the grass. He also mentioned people have been dumping items there. Darrell suggested putting a gate up off of Tallmadge Road. Diane suggested asking Chris Meduri if there needs to be an agreement for a resident (Danny Litsinger) to cut grass on Township property. JoAnn will ask.

Resolution No. 2010-066 – Motion was made by Brett Housley and seconded by Bonnie Howe to appoint Amanda Lewis to the unexpired term of Robert Swauger to the Zoning Commission term ending December 31, 2013. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

ZONING INSPECTOR REPORT

There was four (4) act of business.

Jim reported the basement has flooded at the rental house. The renter pumped the water out. Allen Drain Services snaked approximately 100 feet and could not go any further. The renter was having issues with the hot water tank and called English Plumbing. Jim said the gutters need replaced. The cost is $3.00 a foot and they would need approximately 50 feet.

Resolution No. 2010-067 – Motion was made by Brett Housley and seconded by Bonnie Howe to hire Cousins’ Seamless Gutters to replace the gutters on the rental house in an amount not to exceed $200.00. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea. Jim will be attending the Regional Planning Commission meeting tomorrow at noon regarding better communications throughout the county.

FIRE CHIEF REPORT

The officers have successfully completed their officer qualifications to graduate. The graduation is scheduled May 14th at the Kent Fire Department.

The capnography has been in stalled in the heart monitors. Capnography is the vital sign of ventilation. By tracking the carbon dioxide in a patient’s exhaled breath, capnography enables paramedics to objectively evaluate a patient’s ventilatory status , as the medics utilize their clinical judgement to assess and treat their patients. Members are currently learning how to use it. It will be in-service by the first of next week.

FISCAL OFFICER

JoAnn gave the Board a notice from Medical Mutual of Ohio informing them of an employee who has a dependent who is of age to be taken off the insurance; unless he/she is attending college.

JoAnn gave the Board a letter from the Budget Commission with the Townships amount for 2010 Health Department budget.

Resolution No. 2010-068 - Motion by Brett Housley and seconded by Bonne Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-069 – Motion was made by Brett Housley and seconded by Bonnie Howe for the Rootstown Township Trustees to move into executive session at 6:35 PM to discuss personnel issues. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-070 - Upon conclusion of the above referenced discussion a motion was made by Bonnie Howe and seconded by Brett Housley that the Rootstown Township Trustees move out of executive session at 6:50 PM. Upon roll call the vote as follows: Diane Dillon, absent, Bonnie Howe, yea, Brett Housley, yea.

After exiting Executive Session, the Trustees took no action.
