MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
May 11, 2010

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on May 11, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, Chief Charles Palmer, Darrell Stephens, Jim Mahood, Van Black, and Julie Gonzales.

Mr. Danny Litsinger was present to sign the Rootstown Township Civilian Observer Form. Mr. Litsinger will be mowing the parkland on Route 18.

Resolution No. 2010-072 – Motion was made by Brett Housley and seconded by Bonnie Howe to accept the minutes of April 27, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

The NOPEC grant proposals are almost ready to be submitted.

Park

Diane reported at the Park Committee Meeting they discussed purchasing water lilies to eliminate the algae in the pond. Diane said the amers (fish) will eat the plant. So this is not an option. The Committee discussed putting a walking trail around the perimeter of the park and pond. Bill is going to contact the Garden Club to inquire about getting plants to plant around the dock.

ROAD SUPERINTENDENT REPORT

The Historical Society will be installing the map at Homeland Cemetery this week.

Darrell reported that the recommendation of the County Engineer was to close Lynn Road due to the broken culvert pipe. Diane asked how long the pipe had been broken. Darrell said they patched it several years ago. He suggested we send a letter to the County Engineer requesting specifications to fix the culvert pipe. The Board discussed installing guard rails in this area.

Darrell suggested a letter be sent to the County Engineer requesting a preliminary cost estimate for the following roads for the 2011 Issue 2, Round 25 project.

The bid book for the Camp Road Issue 2 project has been completed. We can not award the project until after July 1st.

Resolution No. 2010-073 – Motion was made by Brett Housley and seconded by Bonnie Howe to purchase two (2) tires from Ravenna Tire for the old fire truck Darrell is currently driving in an amount not to exceed $260.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-074 – Motion was made by Bonnie Howe and seconded by Brett Housley to pay for the cremation plot and stone for an indigent deceased Rootstown resident William R. Lazear to Shorts Funeral Home in an amount not to exceed $420.00. The Board agreed that this would not set a precedent; this was based on an individual case. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

The Board agreed that they should set a policy in the future for indigent burials.

The road crew put weed control in the pond and it got rid of most of the algae.

Debbie Bower-Cross was present who lives adjacent to the parkland on Route 18 (formerly Wischt property). She is concerned that the Township is going to install a fence around the entire parkland property. In a previous Board meeting, it was only suggested that a gate be installed at the Tallmadge Road entrance, never to install a fence. The Board informed Ms. Cross that a resident will be mowing the grass.

Diane needs any information to be submitted in the Communicator be in by tomorrow.

ZONING INSPECTOR REPORT

There was eight (8) act of business.

The gutter has been replaced at the rental property. Buckeye Garage Door replaced the electric eyes on the garage door because it was not going up.

Jim attended the Regional Planning Commission meeting several weeks ago regarding better communications throughout the county. They would like to create a web site for residents to blog about different issues. This Committee will meet on the last Wednesday of each month. Jim will be attending.

Diane asked Jim to think of idea(s) the Township could offer to residents. Diane suggested putting the Township’s web site address on the sign at the Town Hall.

Diane said a realtor contacted her regarding property for sale adjacent to the parkland property (formerly Englehart). Diane said there is no frontage to the property.

FIRE CHIEF REPORT

For the month of April the following calls were made:

Chief Palmer reported they are currently working on the federal equipment grant. The officers have chosen to prepare grant request for replacing the personal protective gear and adding a thermal imager camera to the tanker. The Townships share is 5%. The deadline is May 28th.

Diane attended a Chamber Meeting at the Fire Department and said there was a strong odor of sewer and an alarm was going off. She said they can not hear the alarm going off upstairs. Chief Palmer realizes this is a problem and will check it out.
