MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
May 12, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on May 12, 2009. Those in attendance were Trustees Bonnie Howe, David Armentrout and Diane Dillon, JoAnn Townend, Fiscal Officer, Darrell Stephens, Jim Mahood, Van Black and Julie Gonzales.

Resolution No. 2009-093 – Motion was made by Diane Dillon and seconded by David Armentrout to accept the minutes of April 28, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

ROAD SUPERINTENDENT REPORT

Darrell received the Issue II, Round 24 packet for next year. 2010’s project will be Camp Road. Julie will send the Portage County Engineer a letter requesting a cost estimate on this project.

The contractor will begin preparing Bird Development tomorrow for paving. It will take approximately a week to complete, weather permitting. Flyers were placed in the resident’s paperbox in the Development.

Darrell said Mark Hirst should be seeding soon, he believes the County is ready to redo the ditch.

Resolution No. 2009-094 – Motion was made by David Armentrout and seconded by Diane Dillon to purchase and install another security camera for the New Milford Road Recycling Site from V Tech in an amount not to exceed $475.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

We are still waiting for permits to remove the underground tanks. JoAnn received a renewal notice. Darrell suggested disregarding the notice, as the State is aware we will be removing the tanks.

Resolution No. 2009-095 – Motion was made by Diane Dillon and seconded by David Armentrout to purchase two (2) tires for the roller in an amount not to exceed $600.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

There were two (2) funerals since the last meeting.

The Board discussed the Homeland Cemetery Fee Schedule.

The foundations have been poured at the cemetery.

The Veteran flags will be placed at the end of the week.

When the pavilion is installed at the park, Darrell suggested inserting rings in the concrete to place the picnic tables in. The Board agreed to purchase rings.

Dave asked if there was a way to turn the air conditioning on upstairs of the Town Hall without turning the switch downstairs. Darrell said you need access to the downstairs to turn the switch. Dave suggested installing another box upstairs in case someone is using the Town Hall when we are not in the office so they could adjust the temperature then it would not have to run in both places.

Resolution No. 2009-096 – Motion was made by David Armentrout and seconded by Diane Dillon to donate $500.00 to Don Smith, the contactor who will be replacing the pipe at the park to elevate flooding on the fields. This will offset Hot Stove Association’s cost of $2,200.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-097 – Motion was made by David Armentrout and seconded by Diane Dillon to allow the Rootstown Historical Society to use the building on the rental property on a yearly basis for storage. The Board agreed the Historical Society will access the building using the Town Hall parking lot instead of the driveway at the house. The Board assumes no liability for damages or if anything is stolen. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

The Board agreed for Bill Hahn to remove the old storage building at Homeland Cemetery pending review of the code declaring Township property obsolete. JoAnn will review; but advised that a resolution may need to be adopted. The Board asked that Bill to sign a waiver.

ZONING INSPECTOR REPORT

Jim reported there were nine (9) acts of business.

Resolution No. 2009-098 – Motion was made by Diane Dillon and seconded by David Armentrout to authorize payment to Janette Taylor for cleaning the rental house in an amount not to exceed $120.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

The Board agreed to advertise the rental house is for rental.

Jim reported the road crew will be repairing the toilet downstairs of the rental house.

After conducting Jim’s drive around the Township he noticed the property at the Baker resident on Broadway Avenue looks better than usual. There was a truck in the front and trash scattered throughout the lawn. Jim will keep checking and would contact Chris Meduri for the next plan of action.

FIRE CHIEF’S REPORT

Diane reported the following:

The Road Crew patched the fire department parking lot.

Resolution No. 2009-099 – Motion was made by David Armentrout and seconded by Diane Dillon to hire Christian Brothers to paint the Fire Department in an amount not to exceed $9,000.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

RESIDENT’S COMMENTS

Todd Escola an Eagle Scout presented the Trustees with different color samples for the sign at the park. The Board agreed with “cool reflections”. Todd said the estimated competition date may take longer than expected. He received a quote for the sign this evening and still has to contact agencies for donations. The Board asked Todd to have the sign completed as soon as possible. They anticipated having it installed before summer. The Board agreed if this Eagle Scout candidate isn’t prepared to order by the next meeting, than the Trustees would pursue other options for putting a sign at the park. Todd asked the Board if Darrell could prepare the signs platform.

NEW BUSINESS

Dave gave the Trustees a copy of the insert for the school newsletter for their review.

Diane said the First Alert resident emergency call system is ready to go. A representative demonstrated how to use the program.

Dave will be attending the Regional Planning Commission meeting tomorrow.

UNFINISHED BUSINESS

JoAnn gave the Board a survey from Bill Steiner, Portage County Solid Waste Management District for their review. This survey would be sent to Rootstown Township residents getting their opinion on curb side recycling.

FISCAL OFFICER

Resolution No. 2009-100 - Motion by Diane Dillon and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-101 - Motion was made by David Armentrout and seconded by Diane Dillon to enter into an agreement with Portage County Soil & Water Conservation for the Storm Water Management in an amount not to exceed $2,163.60. Upon roll call the vote as follows: Bonnie Howe, yea; David Armentrout, yea, Diane Dillon, yea.

The Township Association meeting is Saturday, May 16th at the Deerfield Townhall.

Resolution No. 2009-102 – Motion was made by David Armentrout and seconded by Diane Dillon for the Rootstown Township Trustees to move into executive session at 6:55 PM to discuss personnel matters. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, yea.

Resolution No. 2009-103 - Upon conclusion of the above referenced discussion a motion was made by David Armentrout and seconded by Diane Dillon that the Rootstown Township Trustees move out of executive session at 7:10 PM. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, yea.

After exiting Executive Session, the Trustees took no action.

Resolution No. 2009–104 - Motion by Diane Dillon to adjourn at 7:17 p.m.
