MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
May 25, 2010
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on May 25, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Chief Charles Palmer and Julie Gonzales.
Resolution No. 2010-077 Motion was made by Brett Housley and seconded by Bonnie Howe to accept the minutes of May 11, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Bonnie suggested sending a letter to Key Bank thanking them for the volunteers who stained the benches.
ROAD SUPERINTENDENT REPORT
Bonnie reported the following:
Resolution No. 2010-078 Motion was made by Bonnie Howe and seconded by Brett Housley to advertise for bids for road materials for the Camp Road (TH 111) Issue 2 Round 24 Project. The notice of accepting bids was advertised in the Record Courier Newspaper on June 11th, 18th, and 25, 2010. The sealed bids will be opened on Tuesday, July 13, 2010 at 5:30 PM at the Town Hall. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Darrell received three (3) quotes for the installation of the hydraulic system on the new truck.
Concord $24,449.44 Henderson Truck Equipment $22,991.00 Cenweld Corp. $31,226.00 Resolution No. 2010-079 Motion was made by Diane Dillon and seconded by Brett Housley hire Henderson Truck Equipment to install the hydraulic system on the new truck in an amount not to exceed $22,991.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Bill will be getting the park ready for Summerfest which is Saturday, May 29th.
Bonnie will ask Darrell to get two (2) more quotes for the bed liner for the new truck.
The foundations have been poured at the cemetery.
There were two (2) funerals since the last meeting.
Rob Szuch has completed the map of Homeland Cemetery and the Rootstown Historical Society has installed the map holder at the cemetery.
ZONING INSPECTOR REPORT
There was one (1) act of business and one (1) variance request.
FIRE CHIEF REPORT
The following is a breakdown for April 2010 non-resident ambulance billing:
Billed Amount: $7,670.00 Collected Amount: $3,328.94 Year to date Billed: $24,400.00 Year to date Collected: $17,277.91 Chief Palmer reported approximately 60% of the federal equipment grant is completed. They are preparing narratives to justify their request. They are asking for new fire gear for the firefighters and radios for each member to meet new NFPA guidelines for suppression activities. The deadline is Friday, May 28th.
The alternator went out on the freightliner ambulance. They purchased a new one from Langs Lawn and Garden in Randolph in the amount of $1,029.00. Firefighter Jenior installed it.
They will be participating in Rootstown Schools Safety Town on Monday, June 14th at Rootstown Elementary School.
Chief Palmer reported someone rear-ended the Expedition. Apparently, the driver that hit our truck had no insurance at the time of the accident. Chief Palmer will notify our insurance company.
FISCAL OFFICER
Resolution No. 2010-080 - Motion by Brett Housley and seconded by Bonne Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Resolution No. 2010-081 Motion was made by Diane Dillon and seconded by Bonnie Howe for the Rootstown Township Trustees to move into executive session at 5:50 PM to discuss legal and personnel issues. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Resolution No. 2010-082 - Upon conclusion of the above referenced discussion a motion was made by Diane Dillon and seconded by Brett Housley that the Rootstown Township Trustees move out of executive session at 6:35 PM. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
After exiting Executive Session, the Trustees took no action.
UNFINISHED BUSINESS
The Board discussed the NOPEC grant proposals. These grants provide a minimum of $50,000 for each NOPEC community and are dollars that have been specifically set aside for communities for energy conservation, education and economic development. Brett will ask Jim if there is anything that needs to be done to the rental house that we could apply for.
Bonnie reported the concession stand was vandalized last week. The Board agreed that is has not been the first time over the years that the concession stand/park has been damaged. Diane will draft a letter for the Hot Stove and Soccer informing them of the problem. The Board discussed in the future of possibly having a security deposit clause in the contract.
RESIDENT COMMENT
A resident who lives on Tallmadge Road was present to express his concern of an abandoned house located at 4729 Tallmadge Road. The Board suggested he contact Jim Mahood to file a complaint. The gentleman said the 5 acre property has been abandoned for approximately four years.
