MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
June 9, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on June 9, 2009. Those in attendance were Trustees Bonnie Howe, David Armentrout and Diane Dillon, JoAnn Townend, Fiscal Officer, Darrell Stephens, Chief Palmer, Jim Mahood, Van Black and Julie Gonzales.

Resolution No. 2009-112 – Motion was made by Diane Dillon and seconded by David Armentrout to accept the minutes of May 26, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

ROAD SUPERINTENDENT REPORT

Darrell is waiting for the County Engineer to do a cost estimate for Issue II Round 24.

Darrell received the permits for the underground storage tanks. He is waiting for a quote from D&M.

Bird Development has been completed. Jim Greener was present and complimented the road crew for the Bird Development project. He said it was will managed and looks very nice.

Resolution No. 2009-113 – Motion was made by David Armentrout and seconded by Diane Dillon to hire Dominic Tree Service to remove a rotted tree on Herriff Road in an amount not to exceed $375.00. Darrell noted that a crane will be needed. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Darrell is going to contact the County Engineer to see if they plan on removing a tree on Judy and Hattrick Roads. The tree needs to be removed for safety concerns.

Dave said there was propane tanks dropped off at the Recycling Center. This is not permitted.

Inventory is completed daily at the Recycling Center to see if the bins are emptied properly.

Resolution No. 2009-114 – Motion was made by David Armentrout and seconded by Diane Dillon to enter into an agreement with Morton Salt to purchase sodium chloride (rock salt) for the 2009-2010 winter season in an amount not to exceed $43.20 per ton. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

The bearings and shaft on the back hoe are being replaced. It will be back in service tomorrow.

There were no funerals since the last meeting.

The new storage building at Homeland Cemetery has been staked out. It will be located in the northeast corner.

The grills and signs have been installed at the park and the grounds have been seeded and strawed. JoAnn will give Darrell the name of the company where we purchased playground mulch last year.

Bonnie asked if we had fill dirt for Karen Huhn’s property located a few doors from the Fire Station? Darrell said when some becomes available he would drop it off. Darrell contacted Soil and Water to see if they could come out to check the property. They told him to contact Water Resources. Darrell spoke to Louie of Water Resources he said Mrs. Huhn is not tied into the County sewer. There may be a septic problem. Dave said he would get clarification from the Soil and Water Conservation.

Diane reminded Bonnie to contact Chris Meduri regarding the storage building at the cemetery. JoAnn asked Darrell for a copy of the proposal.

Dave heard the landscaping at the rental does not look very good. Darrell will contact Mark Hirst.

Darrell provided information about the Road Department for the map that Municipal Publications is creating.

ZONING INSPECTOR REPORT

Jim reported there were five (5) acts of business.

Resolution No. 2009-115 – Motion was David Armentrout and seconded by Diane Dillon to purchase a refrigerator for the rental house from Sears in an amount not to exceed $424.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Jim reported the tenant contacted him stating there are several items not working in the rental house. The garbage disposal, dishwasher is not draining, facet in the bathtub leaks as well as the shower head.

Resolution No. 2009-116 – Motion was made by Diane Dillon and seconded by David Armentrout to allocate $600.00 for emergency repairs for the rental house upon the discretion of Jim Mahood, rental agent. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Jim provided information about the Zoning Department for the map that Municipal Publications is creating.

Dave reported Carl Schrickel a resident of Lynn Road who attended the last Board meeting had a complaint regarding abandoned houses. Jim spoke to the owner of the dilapidated trailer and informed him the septic is bad and the trailer has been condemned. It will be removed by the end of June.

FIRE CHIEF’S REPORT

For the month of May the following calls were made:

Resolution No. 2009-117 – Motion was made by Diane Dillon and seconded by David Armentrout to purchase capnography units for heart monitors in an amount not to exceed $4,635.00. The total cost of the proposal is $9,270.00. These units will assist paramedics with evaluating respiratory distress patients with the effectiveness of their breathing. This expenditure will be taken from the EMS line. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-118 – Motion was made by Diane Dillon and seconded by David Armentrout to replace the springs on the tanker in an amount not to exceed $700.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-119 – Motion was made by Diane Dillon and seconded by David Armentrout to hire Gabe Tabeling as a full-time firefighter effective June 15, 2009. Mr. Tabeling is currently a paramedic with the Fire Department and will be replacing Mark Ladd. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Bonnie received a letter from Rachel Park who is asking for assistance to attend a Youth Leadership State Conference. The cost is $1,679.00. The Trustees agreed they are being conservative with Township monies at this time. Bonnie will inform Ms. Park.

UNFINISHED BUSINESS

Todd Escola the Eagle Scout who is constructing the sign for the park still needs $525.19 and asked the Board if they would be willing to donate the remaining balance.

Resolution No. 2009-120 – Motion was made by David Armentrout and seconded by Diane Dillon to donate $525.19 for the entrance sign for the park off of Case Avenue. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-121 – Motion was made by David Armentrout and seconded by Diane Dillon to hire Jaytek Signs & Graphics in Ravenna to paint and put a border on the entrance sign off of Cook Road in amount not to exceed $225.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

We received an e-mail from Terri Fassnacht, Vice President of the Rootstown Historical Society requesting the possibility of adding more information to their web page on the Township site. Diane said she would e-mail Terri for details.

NEW BUSINESS

Dave will be attending the Portage County Soil and Water Conservation District regarding storm water on June 11th.

Dave will also be attending the Regional Planning Commission meeting tomorrow where they will be discussing the model Solar/Wind Power Ordinance, this will be offered as a template to Portage County townships for consideration. Each township would have to adopt the model for it to be added it to their township zoning regulations.

Resolution No. 2009-122 – Motion was made by Bonnie Howe and seconded by David Armentrout to donate $125.00 for flowers to the Rootstown Historical Society Memorial Day Ceremony held on May 25, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

FISCAL OFFICER

Resolution No. 2009-123 - Motion by Diane Dillon and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-124 – Motion was made by Diane Dillon and seconded by David Armentrout to appoint Township representatives for the Ohio Public Works Commission District No. 7 Integrating Committee. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

JoAnn will complete the form and submit it to the Ohio Public Works commission.

Resolution No. 2009–125 - Motion by Diane Dillon to adjourn at 6:50 p.m.
