MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
June 11, 2007
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on June 11, 2007. Those in attendance were Trustees David Armentrout, Diane Dillon and Bonnie Howe. Fiscal Officer, JoAnn Townend, Darrell Stephens, Chief Palmer, Jim Mahood, Van Black, and Julie Carpenter.
Resolution No. 2007-089 – Motion was made by Bonnie Howe and seconded by David Armentrout to accept the minutes of May 22, 2007. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, yea.
ZONING INSPECTOR’S REPORT
There were thirteen (13) acts of business.
Jim reported there hasn’t been any progress in the clean up of the two residents on Broadway. Jim will send a letter of other items that need to be done.
Jim asked if the Board had any changes to his job description manual. Diane has a couple things and will discuss it with him later.
Dave asked Jim to explain the structure being built close to the old cemetery. Jim said the structure was being built on West Avenue off of Tallmadge Road and the permit was issued.
Dave asked Jim for an update on the rental house across from Giant Eagle. Jim received a letter from Chris Meduri, Portage County Prosecutor and he said the homeowner can rent to four (4) individuals (NEOUCOM students). Jim said the sign that is posted is legal and they are in compliance with the zoning regulations. Jim said the Zoning Commission might change the definition of a single-family home.
Resolution No. 2007-090 – Motion was made by Bonnie Howe and seconded by Diane Dillon to schedule a public hearing July 10, 2007 at 6:15 PM at the Town Hall for zoning amendments 2007-04, 05 and 06 – Adult Gaming. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, yea.
Tallmadge Asphalt would be installing a parking area at the gift shop across from Mosers.
ROAD SUPERINTENDENT’S REPORT
The Road Department will be grading Curtis Avenue this week.
To date we have received one (1) request for the bid books for Hogle, Curtis, Cobblestone and Pebble for the 2007 road improvement project.
Resolution No. 2007-091 – Motion was made by Bonnie Howe and seconded by Diane Dillon to authorize Tom Ralston to remove the flagpole at the center of town in an amount not to exceed $627.00; and in the amount of $175.00 for the electrician. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, yea.
There were three (3) cremations since the last meeting.
Darrell met with Rob Such and he is working on drawing the cremation maps at the cemetery.
The trail is done at the park. They are in the process of preparing the perimeter of the pond.
Darrell will be on vacation the week of July 9th-13th.
Dave asked Darrell to give the Board his recommendations on cemetery fees.
Dave asked Darrell to get the Road Department’s input on replacing the storage building at the cemetery.
The Board discussed the Homeland Cemetery rules and regulations regarding unauthorized items being placed on lots (benches, lattices, decorative stones, shrubs, etc.). The Board agreed to have Darrell remove the bench that is placed on a plot and put it in the storage shed.
Resolution No. 2007-092 – Motion was made by David Armentrout and seconded by Diane Dillon to notify residents by three (3) notices and to also place three (3) legal advertisements in the Record-Courier to remove all unauthorized lot improvements to Homeland Cemetery by order of the Township Trustees by September 1, 2007. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, yea.
The Board agreed to replace the maple tree at the cemetery.
Dave suggested meeting with Al Mellott and Darrell to discuss the long-term maintenance issues for the Township roads.
FIRE DEPARTMENT
Chief Palmer informed the Board that Klaben Ford repaired the air conditioning on the new squad.
Chief Palmer received the check for the Chevrolet Caprice from the insurance company.
For the month of May the following calls were made:
EMS 61 Fire 25 Car Accidents 1 Total 87
The annual safety test was performed on the elevator at the fire station. This test is required by the state. The cost is $650.00.
NEW BUSINESS
Dave said clean-up day was Saturday, June 9th and it seemed slower than usual.
The Chamber of Commerce will be hosting their 2nd Annual Yard & Bake Sale at the Congregational Church on June 30th from 8:30AM-3:00PM.
Dave will be attending the Regional Planning Commission meeting tomorrow.
UNFINISHED BUSINESS
Dave left a message with Ohio Edison to check the status of the Boards request to install a streetlight at the corner of Kenneth Drive and Tallmadge Road.
FISCAL OFFICER
Resolution No. 2007-093 - Motion was made by Bonnie Howe and seconded by Diane Dillon to pay bills on file with the Fiscal Officer. Upon roll call all yeas and no nays.
The mediation conference with Rootstown Water Company is August 28th at 9:00 AM.
Resolution No. 2007-094 - Motion was made by Bonnie Howe to adjourn at 6:40 PM.
