MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
June 14, 2011
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on June 14, 2011. Those in attendance were Trustees Brett Housley and Diane Dillon, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Bill Hahn, Jim Mahood, Van Black, and Julie Gonzales.
Resolution No. 2011-098 Motion was made by Diane Dillon and seconded by Brett Housley to accept the minutes of May 24, 2011. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, absent, Brett Housley, yea.
Diane attended a training session with Blackboard Connect, Inc.; the first alert telephone emergency notification system. All the data has been loaded and they are currently working on a welcome message. We are still waiting for the agreement to be processed. There is unlimited messaging for this three (3) year contract and does not necessarily have to relate to weather emergencies (i.e. road closings).
ROAD SUPERINTENDENT REPORT
The Road Department will be replacing a culvert pipe on Wilkes Road Monday. The road will be closed from 7AM 3PM to thru traffic.
Bill reported a large sink hole in the Clover Development and found a crushed culvert pipe. Bill said when the pipe was originally installed by the contractor it was already crushed. The pipe has been replaced. The Board thought we should ask Chris Meduri to see if we could be reimbursed for the pipe from the contractor.
The Road Crew will be patching Wednesday.
The no parking signs in the cul-de-sac of Wintergreen Point have been removed. The crew will install new signs.
Cemetery
There was one full burial June 13th.
The headstone foundations have been completed.
Park
The sign for the new pavilion is completed and will be hung tomorrow.
The grass has been planted and straw will be completed on Wednesday. Bill reported the grills will arrive on Friday.
Bill spoke to the builder (Classical Construction) regarding the shingles falling off the pavilion. He said he would repair them when he was in the area. The Board agreed to send a letter to the contractor requesting the work be done by July 1st. Diane will write the letter.
The Board agreed for Bill to get their own Lowes credit card.

ZONING INSPECTOR REPORT
There were ten (10) acts of business.
- 3 additions to homes
- 2 decks
- 2 fences
- 1 swimming pool
- 1 accessory building
- 2 mylars signed
Jim reported four (4) violations letters have been sent.
Jim spoke to a relative of Mr. Magargee of Rootstown Road and they intend on cleaning the property. Jim notified the relative that the two (2) houses should be removed. Jim will keep the Board updated.
The Board asked Jim to investigate the person who has a shaved ice stand across from the Middle School where Porky Pigs was located. The Board is not in favor of having this stand.
Jim spoke to Ryan Dean from Chesapeake Energy and he informed him they will not be drilling in Rootstown Township at this time.
Jim gave the Board a copy of a Record-Courier article on Garrettsville Officials Protest Fracking.
FIRE CHIEF REPORT
Chief Palmer reported they received $5,204.46 for the ladder truck from the salvage company.
They have been training at Heer Hall at Kent State and will continue through the end of the month.
There will be a squad at the football stadium this Saturday for the two (2) football games.
JoAnn will get Chief Palmer fleet credit card information.
The new aerial ladder should arrive the first part of September.
UNFINISHED BUSINESS
Brett will contact Chris Meduri to schedule a meeting to review the Rootstown Water Company court case.
Brett contacted Chris Meduri to see if House Bill 5 applies to the Township.
FISCAL OFFICER
Resolution No. 2011-100 - Motion by Diane Dillon and seconded by Brett Housley to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, absent, Brett Housley, yea.
Resolution No. 2011101 - Motion by Diane Dillon to adjourn at 6:30 p.m.
