MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
June 23, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on June 23, 2009. Those in attendance were Trustees Bonnie Howe and David Armentrout, JoAnn Townend, Fiscal Officer, Darrell Stephens, Van Black and Julie Gonzales.

Resolution No. 2009-126 – Motion was made by David Armentrout and seconded by Bonnie Howe to accept the minutes of June 9, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

ROAD SUPERINTENDENT REPORT

Issue II paperwork for Camp Road has been completed.

Darrell reported the tree at the corner of Judy and Hattrick Roads has been trimmed.

A letter was sent to Mary Ann Greer regarding the pine tree that needs to be trimmed at the corner of Bower and Kline Roads.

The downstairs of the Town Hall was flooded because of all the rain. Darrell said the 4” pipe is too small and we may need to replace it with a 6”. The Board agreed for Darrell to get quotes.

The rotted tree was removed on Herriff Road.

Dave received a complaint regarding a 25 MPH speed limit sign in the cul-de-sac in Hidden Knolls. Darrell said you should not be able to get up to that speed in a cul-de-sac. He will check with the County Engineer to see if one is needed. Another resident at the corner of Kelly and Jennifer also requested a speed limit sign. But, no one wants the sign in their yard.

The road side mower is back in service. There is an electronic issue with Darrell’s truck and is at Lang’s being repaired. John’s truck (International) has a recall.

There were two funerals last week and two scheduled this week.

Resolution No. 2009-127 – Motion was made by David Armentrout and seconded by Bonnie Howe to hire Jaytek Signs & Graphics to paint the sign that is placed inside the park by the concession stand in an amount not to exceed $300.00. Darrell will unhook the signs and take them to Jaytek Signs. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

Resolution No. 2009-128 – Motion was made by David Armentrout and seconded by Bonnie Howe to send a letter to the Portage County Engineer requesting them to replace the “Case Avenue” road sign and to install a “Township Park” road sign to include an arrow pointing to the park. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

Dave said approximately 15 gallons of oil was dropped off at the Recycling Center and several tires. Darrell said we may need to relocate the cameras or install a phone hookup to give access for someone to view the cameras while it is happening.

The gas tanks are still underground.

ZONING INSPECTOR REPORT

Van reported that it has been pretty quiet. He has had several phone calls and one permit.

Resolution No. 2009-129 – Motion was made by David Armentrout and seconded by Bonnie Howe to set a public hearing for Zoning Commission amendment – Landscaping/yard completion deadline Zoning Amendment 2009-03 to be held on Tuesday, July 28, 2009 at 6:00 PM at the Rootstown Town Hall. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

FIRE CHIEF’S REPORT

Dave reported the following:

Resolution No. 2009-130 – Motion was made by David Armentrout and seconded by Bonnie Howe to rescind Resolution No. 2009-099 to hire Christian Brothers to paint the Fire Department due to scheduling conflicts by the contractor. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

Resolution No. 2009-131 – Motion was made by David Armentrout and seconded by Bonnie Howe to hire Benshoff Paints to paint the Fire Department in an amount not to exceed $9,487.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

FISCAL OFFICER

Resolution No. 2009-132 – Motion was made by David Armentrout and seconded by Bonnie Howe to set a public hearing for the 2010 tax budget on Monday, July 14, 2009 at 6:30 AM at the Town Hall. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

Resolution No. 2009-133 - Motion by David Armentrout and seconded by Bonnie Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

NEW BUSINESS

Resolution No. 2009-134 – Motion was made by David Armentrout and seconded by Bonnie Howe to donate $250.00 to the Rootstown Local Schools for the publication of the Township newsletter in their Communicator. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

Dave attended the Storm Water Task Force Meeting.

Resolution No. 2009-135 – Motion was made by David Armentrout and seconded by Bonnie Howe to place an ad in the newspaper to see if anyone is interested in the dilapidated storage shed that is going to be removed from the Homeland Cemetery. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

Dave suggested incorporating Regional Planning Commission’s survey to include resident’s thoughts on curbside recycling.

Resolution No. 2009-136 – Motion was made by David Armentrout and seconded by Bonnie Howe for the Rootstown Township Trustees to move into executive session at 6:30 PM to discuss personnel matters. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

Resolution No. 2009-137 - Upon conclusion of the above referenced discussion a motion was made by David Armentrout and seconded by Bonnie Howe that the Rootstown Township Trustees move out of executive session at 6:31 PM. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

After exiting Executive Session, the Trustees took no action.

Resolution No. 2009–138 - Motion by David Armentrout to adjourn at 6:35 p.m.
