MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
July 8, 2008

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on July 8, 2008. Those in attendance were Trustees Diane Dillon, Bonnie Howe and David Armentrout, Darrell Stephens, Jim Mahood, Van Black, Chief Palmer and Julie Gonzales.

Public Hearing – Proposed Tax Budget for 2009 Convened at 5:00 PM

JoAnn Townend, Fiscal Officer presented the 2009 Tax Budget to the Trustees and residence.

The public hearing closed at 5:15 PM

Darrell will take the bids to the County Engineer and Prosecutor’s Office to review.

Resolution No. 2008-135 – Motion was made by Bonnie Howe and seconded by David Armentrout to accept the minutes of June 24, 2008. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

ROAD SUPERINTENDENT’S REPORT

JoAnn submitted the form to ODOT for the road rock salt program.

There was one (1) cremation since the last meeting.

Darrell reported the numbers have been laid out and markers have been ordered for the cremation lots.

Resolution No. 2008-136 – Motion was made by Diane Dillon and seconded by David Armentrout to purchase a bat wing mower for use at the park in an amount not to exceed $35,000.00 upon the discretion of the Road Superintendent. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

The mulch has been installed at the park and we will be adding more.

Darrell reported the playground equipment at the park has been vandalized a report was made to the Sheriff’s Office. They attempted to remove the graffiti. Darrell said a wallet was found and turned over to the Sheriff’s Department.

JoAnn presented the Trustees a letter from the Board of Commissioners’ regarding NOPEC light bulb distribution. The Commissioners’ have purchased 60 watt compact fluorescent lamps with grant funds and plan to distribute them to the Township residents. Darrell will pick them up at the Administration Building.

Resolution No. 2008-137 - Motion was made by Bonnie Howe and seconded by David Armentrout to set the speed limit in all development residential streets within the Township to 25 MPH. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

Van Black agreed to donate approximately 5000 fish for the pond at the park.

ZONING INSPECTOR’S REPORT

There were five (5) act of business.

Jim had a complaint from a resident regarding barking dogs. He gave them the procedure. He also sent two letters to residents regarding noise.

There was no damage to the park from the party on Saturday.

Diane received a call from Ernie Elridge of Marks Avenue stating the “no parking” signs are working, but cars are now parking in the resident’s yard. Diane told him there is nothing we could do if the vehicles are licensed and on private property.

A resident on Marks Avenue contacted Dave regarding livestock coming onto her property.

Dave asked Jim to investigate the sign that is placed on New Milford Road regarding Home Health Care.

FIRE DEPARTMENT

Myers Appliance replaced the heater and heater strap on the refrigerator in an amount of $249.95.

For the month of June the following calls were made:

Diane asked Bruce Spurling to look at the windows at the fire department. He believes it was not primered properly. The quote he gave is $190.00 per window for repair. Diane will check with Eli Benschoff for a quote to paint.

UNFINISHED BUSINESS

Dave delivered the $400.00 check to Portage County Water Resources for the sewer hookup on Cook Road.

NEW BUSINESS

Dave agreed to redo the display for the Randolph Fair booth.

Resolution No. 2008-138 – Motion was made by Diane Dillon and seconded by Bonnie Howe to authorize a $250.00 budget for materials for the Randolph Fair display to reimburse to Dave Armentrout. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

Bonnie gave the Board literature from Solid Waste Management District.

Dave reported the Portage County Budget Commission made a decision regarding the chargebacks for the Health Department. The amount for the Township is $9,546.00.

Resolution No. 2008-139 – Motion was made by Bonnie Howe and seconded by David Armentrout to adopt the Rootstown Township proposed tax budget for year 2009. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

Resolution No. 2008-140 – Motion was made by Bonnie Howe and seconded by David Armentrout to award the bid to Perrin Asphalt in an amount of $121,634.50 for the road repaving of Sabin Drive, Siefer Drive, Moser, Nina and Ruth Drive pending the review and approval of the Portage County Engineer and the Prosecutor’s Office. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.

FISCAL OFFICER

Resolution No. 2008-141 – Motion was made by Bonnie Howe and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call all yeas and no nays.

The Trustees invited Mr. Tom Zawistoski of TRZ Communications Services of Brimfield, OH to inform them of the emergency notification system available to the residents. In case of an emergency residents will be called informing them. The cost is .10 cents per minute. There is typically a $100.00 set up fee that may be waived.

Resolution No. 2008-142 – Motion was made by Bonnie Howe and seconded by David Armentrout for the Rootstown Township Trustees to move into executive session at 7:05 PM to discuss legal issues with Chris Meduri, Portage County Prosecutor’s Office. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, yea.

Resolution No. 2008-143 - Upon conclusion of the above referenced discussion a motion was made by Diane Dillon and seconded by Bonnie Howe that the Rootstown Township Trustees move out of executive session at 7:45 PM. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, yea.

After exiting Executive Session, the Trustees took no action.

Resolution No. 2008-144 - Motion was made by Bonnie Howe to adjourn at 7:45 PM.
