MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
July 13, 2010

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on July 13, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Darrell Stephens, Jim Mahood, Van Black, and Julie Gonzales.

Resolution No. 2010-105 – Motion was made by Bonnie Howe and seconded by Brett Housley to accept the minutes of June 22, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

ROAD SUPERINTENDENT REPORT

The Portage County Engineer is still working on the Lynn Road culvert pipe project. The County had to get the City of Ravenna’s approval because their canal for water goes over Lynn Road.

There was an addendum for the specifications on the Camp Road project. The change was sent out to all the contractors. The bids will now be opened on July 27, 2010 at the Town Hall at 5:30 PM.

The 25 MPH street signs have been installed in the developments.

The Road Department has installed 350 ft of 10” culvert pipe on Biltz Road and 190 ft of 18” on Stone Ridge Road. Diane suggested increasing the installation of culvert pipe fees for residents. Darrell will present a new fee at the next meeting.

Darrell obtained three quotes for street signs for Bird Development. Darrell recommends Municipal Signs and Sales for the signs and Ohio Plastic Safety Products, Inc. for the barricades. These had to come back before the board because of the costs.

Resolution No. 2010-106 – Motion was made by Bonnie Howe and seconded by Brett Housley upon the recommendation from the Road Superintendent to purchase street signs from Municipal Signs and Sales in an amount not to exceed $2,500.00 and to purchase barricades from Ohio Plastic Safety Products, Inc. in an amount not to exceed $2,500.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Diane asked if the security camera could be re-positioned at the Recycling Center on New Milford Road. It seems illegal items are consistently being dumped, but we never prosecute. Darrell said most of the time their vehicles are positioned where the camera can not see their plates.

Darrell will get quotes to test the backflows; as required by the back flow protection program.

The Road Department has been working on the culvert inventory and will be replacing culverts on Campbellsport and Camp Roads. The county is responsible for the culvert on the corner of New Milford and Camp and they have been notified.

Bonnie and Darrell completed the NOPEC grant application. Diane said according to the guidelines each project needs to have its own application form. Darrell will contact Diane for assistance.

The Board agreed to order summer t-shirts for the Road Crew.

Equipment

Darrell is still waiting on parts for the new truck; as well as quotes for the bed liner for Bill’s truck.

Cemetery

There was one burial and two cremations since the last meeting.

Park

The Road Department is prepping the fields at the Rootstown Park to be seeded this week. .

Darrell contacted Duane Melby for his opinion on the pond needing to be dug up to replace the leak. There was a pipe leading to the pond that needed replaced.

Diane reported the water lilies have arrived and Bill plans on planting them this evening.

Sean Sprouse, Burnham & Flowers

Sean Sprouse, Employee Benefits Consultant from Burnham and Flowers was present to review the Townships employee health benefits. The renewal date is September 1, 2010. Mr. Sprouse will return on Tuesday, August 10th at 6:00 PM.

ZONING INSPECTOR REPORT

There were six (6) act of business.

Jim has been in contact with Chris Meduri regarding the resident on Greenwood Drive. Numerous violation letters have been sent to the Greenwood Drive address as well as another address given by the resident. Jim said the resident is on land contract and Jim will also send a letter to the homeowner.

Jim contacted Portage County Health Department regarding mosquito spraying. The person he spoke to said they have never sprayed for mosquitoes before.

Jim has tried several times to contact Cousins Seamless & Gutters for an invoice.

Jim reported several complaints for high grass in Marsh Creek and Harvest Hills Developments.

The Open Zoning Meeting is scheduled for Thursday, July 22nd from 6:30 PM – 8:00 PM at the Town Hall. This will give residents the opportunity to ask questions regarding zoning in Rootstown.

FIRE CHIEF REPORT

The new emergency notification system has been tested and works fine.

Resolution No. 2010-107 – Motion was made by Diane Dillon and seconded by Bonnie Howe to place a 2.85 mill renewal levy on the ballot for November 2010 election. This will generate $484,692.00/annually. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

The cots have been inspected and the biannual maintenance completed. EMSAR reports state the cots are in good shape at this time.

RESIDENTS

Arden Doolittle, Vice President of the Soccer Club attended to present the Trustees with maps of proposed soccer fields he would like installed at the park. There will be no Township money spent. They are thinking about applying for grants through OYSAN. He is unsure about mowing at this time but may need Township support. The Board agreed to schedule a special meeting with the Soccer Club and Hot Stove. Brett will make the arrangements.

FISCAL OFFICER

Resolution No. 2010-108 – Motion was made by Bonnie Howe and seconded by Brett Housley to open the public hearing on the 2011 tax budget at 6:00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

JoAnn Townend reviewed and answered questions regarding the 2011 tax budget.

Resolution No. 2010-109 – Motion was made by Brett Housley and seconded by Bonnie Howe to close the public hearing on the 2011 tax budget at 6:05 p.m. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-110 - Motion was made by Bonnie Howe and seconded by Brett Housley to adopt the Rootstown Township proposed tax budget for year 2011. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-111 - Motion by Bonnie Howe and seconded by Brett Housley to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

UNFINISHED BUSINESS

The Board agreed to participate in the U.S. Postal Service program; communities can choose a commemorative pictorial to use for a cancellation stamp for one day. The Board agreed to schedule a day at the end of September. Saturdays are not an option according to the postmaster. Diane will contact Shirley Riemenschneider.

The Board discussed the Hot Stove agreement.

Resolution No. 2010-112 – Motion was made by Brett Housley and seconded by Bonnie Howe to move forward with the process of building another pavilion at the park across the road from the one already there. Once the specifications are in place; this project will be bid. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

NEW BUSINESS

Brett may attend an Ohio Township Association one-day seminar offered at Kent State University.

Resolution No. 2010-113 – Motion was made by Bonnie Howe and seconded by Brett Housley to set a public hearing for Zoning Commission amendment – Fencing to be held on Tuesday, August 10, 2010 at 7:00 PM at the Rootstown Town Hall. Resolution No. 2010–114 - Motion by Diane Dillon to adjourn at 8:10 p.m.
