MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
July 14, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. Those in attendance were Trustees David Armentrout, Diane Dillon and Bonnie Howe; JoAnn Townend, Fiscal Officer, Darrell Stephens, Jim Mahood and Van Black.

Resolution 2009-139 - Motion was made by David Armentrout and seconded by Bonnie Howe to approve the minutes of 6/23/09. Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Abstain; Diane Dillon - Yea.

ROAD SUPERINTENDENT’S REPORT

Darrell reported that there has been no word on Issue II for 2010. He also reported that the underground storage tanks will be finally removed the week of July 20th.

Darrell reported that the emptying of the recycling containers by Portage County Solid Waste continues to be constant with very little changes.

Darrell received a call from the Harvest Hills Association regarding the head wall moving on the retention pond. It is not the responsibility of the Township, Darrell spoke with the County Engineer’s office and the responsibility for repairs falls on the Harvest Hills Association. He further reported that the Greer’s have cut back the obstructions and that if any tree is within the Township right-of-way - the Township would have them removed.

The international truck is in on a recall repair.

Darrell reported that there had been two (2) funerals. He also reported that the new building at the cemetery would be totally sided by the weekend.

The road department has dropped off both park signs for repairs/upgrades. The post(s) have been installed for the new sign and is to be installed by the Scout Group on Thursday, July 16th.

Dave requested that a new area be designated at the Cemetery for the “cemetery rules” sign. It is currently on the old building that will be removed. He further suggested that the Trustees develop a policy for lending of “township tools” to other entities.

Darrell is working on getting quotes on the stairwells.

ZONING INSPECTOR’S REPORT

Jim Mahood reported that there were twenty (20) acts of business during this reporting period.

Jim received two (2) quotes for plumbing repairs at the rental house.

Resolution 2009-140 - Motion was made by Diane Dillon and seconded by David Armentrout to accept the quote of Cutright Builders for plumbing repairs at the rental house not to exceed Seven hundred-fifty dollars ($750.00). Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Yea; Diane Dillon - Yea

Jim reported that the new pavilion was being used quite a bit.

Jim reported that he received a telephone call from resident Peg Turner regarding the overgrown weeds at 4306 Tallmadge Road. Jim explained the Township policy to her which was also reiterated to her by Dave Armentrout.

RESIDENT’S COMMENTS

Resident Jim Greener reported that he met with Chris Meduri regarding the water hydrant issue.

TRUSTEES’ NEW BUSINESS

Diane updated the Trustees on the map project. The ads had sold out quickly and that a draft will be out for final approval soon.

She reported that Chuck, Justin and she will be meeting on the First Alert messaging system to set up policies regarding usage.

The rapid access program is on-going with the fire department.

Dave reported that he would like to see all of the park signs repaired and matching and that the final sign (the large one) is estimated at Seven hundred thirty dollars ($730.00).

Resolution 2009-141 - Motion was made by David Armentrout and seconded by Diane Dillon to accept the quote of Jaytek Signs to repair the large sign at the Park in the amount of Seven hundred thirty dollars ($730.00). Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Yea; Diane Dillon - Yea

Dave updated the Trustees on Regional Planning Commission’s budget.

Dave would like the Trustees to consider sending the Road Superintendent to LTAP classes that will be offered in Basic Management Skills and Communication Skills. The cost of each class is Fifty-five dollars ($55.00).

Resolution 2009-142 - Motion was made by David Armentrout and seconded by Diane Dillon to send the Road Superintendent to LTAP classes in Basic Management Skills (October 8th) and Communications Skills (August 18th) at a cost of Fifty-five dollars ($55.00) each. Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Yea; Diane Dillon - Yea

Resolution 2009-143 - Motion was made by Diane Dillon and seconded by Bonnie Howe to allow the expenditure of up to One hundred-fifty dollars ($150.00) for the design of the Township’s Randolph Fair entry. Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Yea; Diane Dillon - Yea

Resolution 2009-144 - Motion was made by Diane Dillon and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Yea; Diane Dillon - Yea.

Resolution 2009-145 - Motion was made by Diane Dillon and seconded by David Armentrout to open the public hearing on the 2010 tax budget at 6:30 p.m. Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Yea; Diane Dillon - Yea

JoAnn Townend reviewed and answered questions regarding the 2010 tax budget.

Resolution 2009-146 - Motion was made by Diane Dillon and seconded by David Armentrout to close the public hearing on the 2010 tax budget at 6:50 p.m. Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Yea; Diane Dillon - Yea

Resolution 2009-147 - Motion was made by Diane Dillon and seconded by David Armentrout to approve the 2010 tax budget. Upon roll call the vote was as follows: David Armentrout - Yea; Bonnie Howe - Yea; Diane Dillon - Yea

Dave suggested that the Trustees’ consider the placement of 2 or 3 handicap parking spaces near the pond at the park.

Diane reported that Ken Christianson is looking for tree deals for the park.

Dave suggested that the Trustees’ consider designating a name for the new pavilion at the park.

He also suggested that a new sign be erected for the old cemetery showing access on West Drive. The new home owners of the contiguous property are upset at the vehicles mistakenly using their drive.

Resident Jim Madlem suggested that the Trustees’ consider designating the new building at the cemetery in memory of the Farley family that donated Twenty five thousand dollars to the Township for cemetery use.
