MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
August 11, 2009
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on August 11, 2009. Those in attendance were Trustees Bonnie Howe, David Armentrout and Diane Dillon, JoAnn Townend, Fiscal Officer, Darrell Stephens, Chief Palmer, Jim Mahood and Julie Gonzales.
Resolution No. 2009-164 – Motion was made by Diane Dillon and seconded by David Armentrout to accept the minutes of July 28, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
ROAD SUPERINTENDENT REPORT
Darrell attended the Issue 2 meeting and we will be funded $302,600.00 for repaving of Camp Road in 2010. This is a 50/50 match.
The fuel tanks were pulled July 31st. JoAnn said the State is still waiting for payment for renewal. JoAnn asked Darrell for copies of the pull report. Darrell said they are still waiting on soil testing from EPA.
Darrell is still getting quotes for the stairwells.
Darrell decided to get quotes for forks for the 580 case instead of borrowing them each time they need them. In the future he would also like to install pallet racks.
Resolution No. 2009-165 – Motion was made by Diane Dillon and seconded by David Armentrout to purchase twenty (20) sheets of plywood from Home Depot for the walls in the new storage building at Homeland Cemetery in an amount not to exceed $200.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
The sign for the pavilion at the park and the rules and regulations sign for the cemetery have been ordered. Darrell suggested placing the rules and regulations sign on a post in the curve at the cemetery instead of on the storage shed. The Board agreed.
The bids are due the first meeting in September for the removal of the old storage building at the cemetery.
There were no funerals since the last meeting.
Resolution No. 2009-166 – Motion was made by David Armentrout and seconded by Diane Dillon to purchase a bronze dedication plaque in memory of Donald and Bertha Farley (who donated $25,000.00 to be used for Homeland Cemetery) from American Monument and Granite Company in an amount not to exceed $3,056.00. The plaque will be mounted on the storage building. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea. The road crew will install the dedication plaque. The approximate cost of $70.00.
ZONING INSPECTOR REPORT
Jim reported there were seven (7) acts of business.
A resident on Sandy Lake Road has requested to install a large wind turbine on their property. Jim informed Chris Meduri of the issue and Chris agreed to attend the next Zoning Board of Appeals meeting.
Jim has been reserving the pavilion often for birthday parties and picnics.
The construction at the rental property is almost completed. There are a couple of screens that need to be installed.
FIRE CHIEF’S REPORT
Chief Palmer reported the air conditioning unit has been installed at the fire station. He said the original quote had a 13 seer unit priced. They have installed at 14 seer unit which was only $50.00 more since the building is a two-story.
Resolution No. 2009-167 – Motion was made by Diane Dillon and seconded by David Armentrout to authorize Safeco Heating & Air Conditioning of Streetsboro to install an air conditioning unit at the fire station in an amount not to exceed $2,729.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Chief Palmer reported during the storm last night the fire station’s web site under the weather channel logo was highlighted red indicating a storm warning was issued. If you clicked on the icon you could view the radar and information for our area.
Diane informed Chief Palmer that the electric is now going to be deregulated. She suggested he investigate different electric suppliers.
Sean Sprouse, Employee Benefits Consultant from Burnham and Flowers was present to review the Townships employee health benefits. The renewal date is September 1, 2009.
Resolution No. 2009-168 – Motion was made by Diane Dillon and seconded by David Armentrout to use Super Med Plus 1500/3000 AGG HRA/HAS Compatible as our new health care plan effective October 1, 2009. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.
Michael Roloson, Eagle Scout was present to propose a project to receive his Eagle Scout badge. He proposed renovating the storage shed at Homeland Cemetery. Since the shed is going to be removed the Board suggested sealing the dock and the picnic tables at the park and engraving “Rootstown Township” on the benches. The scout agreed and will be at the next Board meeting with a proposal.
Resolution No. 2009-169 - Motion by Diane Dillon and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.
UNFINISHED BUSINESS
Dave attended a meeting with the Portage County Commissioners and Regional Planning Commission to discuss the current status of the draft subdivision regulations and if funding is available for this project. The Board did not make any decisions at this time.
Resolution No. 2009-170 – Motion was made by David Armentrout and seconded by Bonnie Howe for the Rootstown Township Trustees to move into executive session at 7:25 PM to discuss personnel and property matters. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.
Resolution No. 2009-171 - Upon conclusion of the above referenced discussion a motion was made by David Armentrout and seconded by Bonnie Howe that the Rootstown Township Trustees move out of executive session at 7:35 PM. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.
Resolution No. 2009–172 - Motion by David Armentrout to adjourn at 7:40 p.m.
