MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
August 24, 2010
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on August 24, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Darrell Stephens, Jim Mahood, Van Black, and Julie Gonzales.
Resolution No. 2010-137 Motion was made by Brett Housley and seconded by Bonnie Howe to accept the minutes of August 10, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Resolution No. 2010-138 Motion was made by Brett Housley and seconded by Bonnie Howe to accept the special meeting minutes of August 16, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
5:30 PM Opening of bids for the Pavilion at the Park
Atec Construction $24,000.00 Miller Garage Door Company $26,900.00 CW Spurling $28,486.82 Classical Construction $22,950.00 DMP Construction $35,659.00 Mudd Construction $31,903.00 Northeast Inc. $63,600.00 Diane will review the bids and make a recommendation.
ROAD SUPERINTENDENT REPORT
Darrell received several complaints on Kelly Avenue regarding the retention pond being blocked. Darrell is in contact with the County regarding this issue. The crew has unblocked the storm sewers. Diane said all subdivisions should have a Homeowners Association. The green space regulations need to be updated. Bonnie said beginning September 10th there is a Senate Bill 187 that requires subdivision to form Homeowners Association. Bonnie and Brett will work together on this issue.
Resolution No. 2010-139 Motion was made by Bonnie Howe and seconded by Brett Housley to advertise for bids for the Lynn Road Culvert Pipe Project. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
According to the County Engineer, the estimated cost for this project is $85,000.00.
Darrell reported Camp Road has been paved. He will get quotes on stripping. The life expectancy on roads is typically seven (7) years. Darrell will also get a quote to repaint the arrows at the Lynn Road and Route 44 intersection.
Detect Alarms System is still working on relocating the cameras at the Recycling Center. Darrell said the Center has been looking a lot better. The drivers seem to be picking up the area when the bins are being dumped.
Resolution No. 2010-140 Motion was made by Bonnie Howe and seconded by Brett Housley to adopt the revised Culvert Pipe Installation From as presented by Darrell Stephens, Road Superintendent. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Equipment
The bed liner is in for Bills truck.
The mower on the Kubota has been repaired and is back in operation.
The spreader for the new truck has been dropped off and should be completed in a couple of weeks.
Cemetery
There was one (1) cremation since the last meeting.
Park
The speed bumps have been installed at the park. The crew will put a strip down the center of the bump towards the end of the week.
Darrell suggested when the new pavilion is being built the parking lot should be extended towards Gracie Field.
Darrell said the display case has been delivered to the Randolph Fair.
Diane reported we have been awarded the NOPEC money. A packet will be mailed to the Town Hall. There is $3,400.00 left to spend. She asked for suggestions its use at the next meeting. The deadline for applications is February.
Jim reported that when someone picked up a bid packet for the pavilion they were telling him about a composting restroom. It does not take any electricity or water and sounds like a good idea for the park. Darrell would like to look at one to see how they work. Jim will contact the gentleman.
Bill Madlem of the Rootstown Water Company was present to ask the Trustees if there are any asphalt grindings left over if they could request the road crew to put them down to extend the drive where the water tower is located. This is an easement between the Water Company and the Township. Darrell said the grindings they currently have are going to be put at the park for the trails. If there are any left over, he will inform Bill. Darrell will also get a cost for labor.
ZONING INSPECTOR REPORT
There were seven (7) acts of business.
Resolution No. 2010-141 Motion was made by Bonnie Howe and seconded by Brett Housley to purchase a Cracker Barrel gift certificate in the amount of $50.00 for John Lallathin, Road Crew for his donation of materials and labor for the box at the park pavilion. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Jim gave the Trustees a report of the violation letters that have been sent.
Jim reported the Zoning Board of Appeals had a request from a resident to possibly put a drive thru on the corner of Wilson Drive and Route 44.
FIRE CHIEF REPORT
Diane reported the following:
Rootstown Fire Station covers for Randolph Township during the week of the Randolph Fair.
Scott Taylor will not be taking the full-time position. There are several firefighters going through medic training and may be promoted at a later date.
UNFINISHED BUSINESS
The Stamp Day has been scheduled for Thursday, October 14, 2010 from 10:30 AM 2:30 PM at the Town Hall. The name of the stamp is Rootstown Station. Julie will send the Postmaster a letter informing her of this information.
Diane will e-mail the Board the Hot Stove agreement for their review.
NEW BUSINESS
Brett attended the Portage County Township Association Meeting last Saturday. He volunteered to work the Randolph fair this Saturday from 2:00 PM 6:00 PM if anyone wants to participate.
FISCAL OFFICER
Resolution No. 2010-142 - Motion by Brett Housley and seconded by Bonne Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
The Board signed the Perrin Asphalt agreement for the Camp Road Improvement Project.
