MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
August 25, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on August 25, 2009. Those in attendance were Trustees David Armentrout and Diane Dillon, JoAnn Townend, Fiscal Officer, Darrell Stephens and Julie Gonzales.

Resolution No. 2009-173 – Motion was made by Diane Dillon and seconded by David Armentrout to accept the minutes of August 11, 2009. Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

ROAD SUPERINTENDENT REPORT

Darrell received the paperwork for Issue 2 for Camp Road.

The signs for the cemetery and park have been ordered as well as the “Child At Play” signs for Case Avenue.

Darrell will get quotes for a mower for the roadside mower.

Resolution No. 2009-174 – Motion was made by Diane Dillon and seconded by David Armentrout to purchase forks and brackets for the 580 Case from Southeastern in an amount not to exceed $1,400.00. Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

The new benches for the park were delivered last week.

Darrell suggested DeckScapes stain for the Eagle Scout project at the park. The road crew will purchase the stain from Sherwin Williams. The cost is $26.00 per gallon.

Dave received a call from a resident informing him that her check did not clear from when she purchased a burial plot. JoAnn will check her records.

Bids are due September 8th for the old storage shed at Homeland Cemetery.

Resolution No. 2009-175 – Motion was made by Diane Dillon and seconded by David Armentrout to purchase pallet racks from Montigney’s Hardware Store in Ravenna in an amount not to exceed $600.00. Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

The plywood has been installed and painted white in the new storage building at the cemetery.

Dave thanked Darrell and the Road Crew for delivering the Township display to the Randolph Fair.

The soil sample where the underground storage tanks were removed came back good.

ZONING INSPECTOR REPORT

Van reported there were two (2) acts of business.

FIRE CHIEF’S REPORT

Diane reported the Rootstown Fire Station will be assisting Randolph Township with calls during the week of the Randolph Fair.

UNFINISHED BUSINESS

Dave reported the Trustees met with the attorney’s and magistrate regarding the Rootstown Water Company – fire hydrant issue. There is going to be another conference hearing September 3rd to determine if the two parties can make a decision.

Diane met with Roy Richards regarding the wording for the dedication plaque to go on the new storage building at Homeland Cemetery. The Board agreed.

FISCAL OFFICER

Resolution No. 2009-176 - Motion by Diane Dillon and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-177 – Motion was made by David Armentrout and seconded by Diane Dillon to schedule the fall Clean-Up Day Saturday, October 10, 2009 from 8AM to Noon at the New Milford Road Site. Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

NEW BUSINESS

Dave reported at the Portage County Township Association Meeting he attended on August 15th the Association opposed to the county wide conservatory district be created in Portage County. This would benefit of Portage County residents for the purpose of preventing floods, regulating stream channels, reclaiming overflowed lands, and regulating the flows of streams and conserving their waters acquiring, maintaining, operating and improving railroad lines, rights of way. The Board made the following motion.

Resolution No. 2009-178 – Motion was made by David Armentrout and seconded by Diane Dillon to oppose a county wide conservatory district to be created. Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-179 – Motion was made by David Armentrout and seconded by Diane Dillon to donate twenty (20) technical assistance (TA) hours for the completion of the subdivision regulations and create model zoning requirements for wind turbines and solar panels . Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

Michael Roloson, Eagle Scout spoke to the Board regarding his project he will be doing at the Rootstown Community Park.

The Board granted permission for Michael Roloson, Eagle Scout to the following:

  1. Have a boat on the lake at the park to enable him to stain the dock.
  2. Temporarily remove the park tables and benches from the park property.

This will be in effect from August 26, 2009 through September 30, 2009. This will extend anyone working for Michael Roloson during this project.

Dave attended the budget meeting for Portage County Elected Officials at the Commissioners’ Office on Monday, August 24th.

Resolution No. 2009-180 – Motion was made by Diane Dillon and seconded by David Armentrout for the Rootstown Township Trustees to move into executive session at 6:15 PM to discuss personnel matters. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, absent.

Resolution No. 2009-181 - Upon conclusion of the above referenced discussion a motion was made by David Armentrout and seconded by Diane Dillon that the Rootstown Township Trustees move out of executive session at 6:35 PM. Upon roll call the vote as follows: David Armentrout, yea, Diane Dillon, yea, Bonnie Howe, absent.

The Trustees made the following motion:

Resolution No. 2009-182 – Motion was made by Diane Dillon and seconded by David Armentrout to promote Captain Jack Duffy to Assistant Chief of the Rootstown Fire Station effective August 31, 2009 at a rate of $200.00 per month. Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

Resolution No. 2009-183 – Motion was made by Diane Dillon and seconded by David Armentrout to purchase a $50.00 gift card from Giant Eagle for Mary Jo Mahood for her assistance with a computer issue in the Zoning Department. Upon roll call the vote as follows: Bonnie Howe, absent, David Armentrout, yea, Diane Dillon, yea.

Rootstown Township will be working with Ravenna Dispatch to notify us if there is severe weather so we can notify our resident through the First Alert System.

Resolution No. 2009–184 - Motion by David Armentrout to adjourn at 6:45 p.m.
