MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
September 22, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on September 22, 2009. Those in attendance were Trustees Bonnie Howe and David Armentrout, JoAnn Townend, Fiscal Officer, Fire Chief Palmer, Van Black and Julie Gonzales.

Resolution No. 2009-194 – Motion was made by David Armentrout and seconded by Bonnie Howe to accept the minutes of September 8, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

ROAD SUPERINTENDENT REPORT

Bonnie reported Darrell submitted the Issue 2 paperwork to the Portage County Engineer’s Office for Camp Road.

ZONING INSPECTOR REPORT

Van informed the Trustees that at the last Zoning Commission meeting the members tabled the regular meeting to discuss wind turbines. The next meeting is scheduled for October 9th.

Resolution No. 2009-195 – Motion was made by David Armentrout and seconded by Bonnie Howe to accept with regret the resignation of Richard Petro of the Rootstown Zoning Commission effective September 8, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

Since there are two alternates to the Zoning Commission the Board agreed leave this position vacant at this time.

FIRE CHIEF’S REPORT

For the month of August 2009 they billed $4,730.00 for non resident ambulance billing, collected $5,392.00. Year to date they have collected $26,474.98. The collection rate is approximately 60%.

Testing will begin Saturday, October 3rd at 8:00 AM for the three positions open at the station. Each session will take approximately 20 minutes. The testing officers are Chief Adams, Mogadore Fire Department, retired Lieutenant Tim Benn, Shaker Heights Fire Department, Lieutenant Phil Gauer, Akron Fire Department and Chief Williams, Kent Fire Department.

Chief Palmer gave the Trustees new magnetic packets which will be given to residents who have medical condition(s) to put their documentation for medications and history.

Chief Palmer has applied for a grant to obtain 6000 batteries for resident’s smoke detectors for fire prevention week.

Tom Weiss from AT&T was present and informed Chief Palmer that he has not received a phone call requesting a quote for internet connection. Chuck said Bobby Wain had tried to contact him. Chuck said he would check it out when he returned to the station.

RESIDENT’S COMMENTS

Gary Snyder of Ruth Drive was present regarding an issue he has with his neighbor’s six (6) barking dogs. He has contacted the Dog Warden and received forms from Jim Mahood. Mr. Snyder is concerned since there is a new Sheriff if the rule is still in effect. Dave will contact the Sheriff’s Department to find out.

Becky Doherty, candidate for Portage County Municipal Court Judge was present to introduce herself to the Trustees and residents.

FISCAL OFFICER

Resolution No. 2009-196 - Motion by David Armentrout and seconded by Bonnie Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

JoAnn received a letter from Bill Steiner, Director of Portage County Solid Waste Management District notifying the Trustees that a Rootstown resident who lives on Rootstown Road inquired about receiving curbside recycling service. The District currently services a portion of Rootstown Road and has agreed to service this resident at a cost of $3.00 per month beginning September 1st.

Resolution No. 2009-197 – Motion was made by David Armentrout and seconded by Bonnie Howe to accept the amounts and rates as determined by the Portage County Budget Commission for FY 2010. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.

UNFINISHED BUSINESS

JoAnn e-mailed the contract for the Historical Society to Chris Meduri for his review.

The Trustees received copies of resolutions adopted September 10, 2009 by the Portage County Commissioners regarding:

  1. Establishing Portage County Storm Water District – Resolution No. 09-0834

  2. Fixing Charges for the use of the Portage County Storm Water District, Fund 6800, pursuant to Chapter 6117, Ohio Revised Code – Resolution No. 09-0835

  3. Adopting rules for illicit discharge detection and elimination, construction, and post-construction Storm Water Management – Resolution No. 09-0836

NEW BUSINESS

The Board agreed to set trick or treat for Saturday, October 31, 2009 from 3:00 PM – 5:00 PM.
