MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
September 23, 2008
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on September 23, 2008. Those in attendance were Trustees Diane Dillon, Bonnie Howe and David Armentrout, Fiscal Officer, JoAnn Townend, Darrell Stephens, Jim Mahood, Van Black, and Julie Gonzales.
Resolution No. 2008-179 – Motion was made by Bonnie Howe and seconded by David Armentrout to accept the minutes of September 9, 2008. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.
ROAD SUPERINTENDENT’S REPORT
Resolution No. 2008-180 – Motion was made by Bonnie Howe and seconded by David Armentrout to submit the 2009 Ohio Public Works Commission funding application for Issue 2. The project entitled “Rootstown Township Road Projects” will be to re-pave Bird Development. Total project cost is $172,800.00 and funding requested $86,400.00. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.
Darrell reported there will be additional cost for the fuel tanks to be inspected by the State Fire Marshal. The site plan has been completed.
Sabin, Siefer, Nina and Ruth Drives have been re-paved. They will be back to repair the curbs.
Clean Up Day is scheduled for October 4th from 8:00-Noon. Darrell has two road crew workers who will be available to work and possibly another. Dave asked the reporter to put something in the Record-Courier. There will be six (6) tires per resident and $1.00 per tire after that. Appliances, scrap metal, car batteries are also other items that will be accepted. Jim will change the sign at the Townhall.
Resolution No. 2008-181 – Motion was made by David Armentrout and seconded by Bonnie Howe to hire Rummel Electric to install a panel box at a cost not to exceed $1,800.00. The box will be installed at the storage building on New Milford Road in case of a power outage a generator can be hooked up for the gas pumps. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.
The Board agreed for Darrell to get quotes to purchase a new generator.
The F-450 is back in service. Darrell is waiting on a call to have the Chevy’s frame re-enforced before winter.
There was one funeral since the last meeting.
Darrell reported the markers are in place at the cemetery. Dave spoke to a representative from Maplegrove Cemetery and will discuss details with Darrell at a later date.
Bill will be attending the Storm Water Meeting on October 14th.
ZONING INSPECTOR’S REPORT
There were four (4) act of business.
Jim reported the Board of Zoning Appeals heard clarification of new evidence for an appeal case and the Board denied the permit. The Zoning Appeals Board was very vague as to the reason why the permit was denied. The party was very angry. Jim met with Chris Meduri, Portage County Prosecutor’s Office and suggested the Board of Appeals hold a special meeting to define the reason they denied the permit. The resident has thirty (30) days to appeal.
The new camera has arrived. Jim is still getting familiar with it.
FIRE DEPARTMENT
Diane reported Chief Palmer will be working with the Portage County Health Department to set up a flu clinic to be held at the Fire Station.
Diane reminded the Board of the open house/graduation ceremony which will be held at the fire station on Sunday, September 28th at 3:00 PM.
FISCAL OFFICER
Resolution No. 2008-182 – Motion was made by David Armentrout and seconded by Bonnie Howe to pay bills on file with the Fiscal Officer. Upon roll call all yeas and no nays.
Resolution No. 2008-183 – Motion was made by David Armentrout and seconded by Bonnie Howe to accept the amounts and rates as determined by the Portage County Budget Commission for FY 2009. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.
Resolution No. 2008-184 – Motion was made by David Armentrout and seconded by Bonnie Howe to set trick or treat for Sunday, October 26, 2008 from 1:00 PM – 3:00 PM. Upon roll call the vote was as follows: Diane Dillon, yea, David Armentrout, yea, Bonnie Howe, yea.
JoAnn gave the Trustees copies of a letter from the Ohio Township Association regarding H.B. 323-Fences.
UNFINISHED BUSINESS
We are still waiting on the borders for the park playground.
Diane has a message into OTARMA regarding posting signs at the park for the winter season.
Dave said an Eagle Scout asked to install a new sign for the Case Avenue entrance at the park. Diane asked if the sign was going to be made or bought. Dave said he would ask the Eagle Scout to attend a Board meeting to discuss the sign and he agreed to be the liaison for the Eagle Scout.
The bid books for the sewer project will be prepared in a couple of weeks.
Dave said we may need to review our records retention policy regarding e-mails. JoAnn is working with Vic Vigluicci and she doesn’t believe it will be adopted. She will check with Chris Meduri.
Community Awareness Day is November 1st.
The Board acknowledged receipt of a letter from Mary Ann Greer who made a block in a quilt for the Portage County Bicentennial. Bonnie said the quilt was also displayed at the Randolph Fair.
The regular meeting adjourned at 6:20 PM.
6:30 PM Public Meeting of Citizens Input on Curbside Recycling
Diane opened the meeting at 6:30 PM.
Bill Steiner, District Coordinator for the Portage County Solid Waste Management District was present to promote curbside recycling to the residents of Rootstown Township. Rootstown Township currently participates in a recycling program where resident take their recycling to the township recycling center on New Milford Road. With curbside recycling residents are supplied with bins to leave their recyclables at the curb. Mr. Steiner said the approximate cost would be $3.00 per month. It would be up to the Trustees to protect that price.
The recyclables would be picked up once a week and billed annually. If payment is not made it will be assessed on the residents real estate taxes.
The Portage County Solid Waste Management District’s website is www.portagerecycles.com.
Mr. Steiner said residents could soon face dramatic increases in trash pickup costs because trash is being hauled to Ohio from other states.
The Township currently has fifteen (15) bins at $325.00/each. This money is expended out of the General Fund. Mr. Steiner said there are approximately 2500 houses in Rootstown.
The Trustees recently had cameras installed at the recycling center to alleviate illegal dumping at the site.
Many residents were present some said they were in favor of curbside recycling and some said they were not in favor.
Bonnie said the fairest way would be to put it on the ballot. Diane said another alternative could be a community survey.
Diane thanked the residents for attending the meeting and appreciated their input.
