MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
October 12, 2010
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on October 12, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, Chief Charles Palmer, Darrell Stephens, Jim Mahood, Van Black, and Julie Gonzales.
Resolution No. 2010-165 - Motion was made by Brett Housley and seconded by Bonnie Howe to accept the minutes of September 28, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
ROAD SUPERINTENDENT REPORT
Resolution No. 2010-166 - Motion was made by Bonnie Howe and seconded by Brett Housley to apply for Issue 2 Round 25 Infrastructure Program through the Ohio Public Works Commission (OPWC). Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
The agreement has been signed by Lockhart Concrete for the Lynn Road culvert project.
The insulation, glass block and doors are completed at the rental. This money was funded by the NOPEC grant.
Diane reminded everyone there is still approximately $7,000-$8,000 remaining for the NOPEC grant. Diane asked for recommendations to the Board by the next board meeting.
Resolution No. 2010-167 - Motion was made by Brett Housley and seconded by Bonnie Howe to declare obsolete and unfit Rootstown Township personal property and authorize to salvage the garage doors. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Darrell is waiting on quotes for the removal of a tree on Rootstown Road.
Bonnie received a complaint from a resident regarding the sharp turn on Herriff Road. Darrell will take a look at it; they may have to place markers at the turn.
The cameras have been installed at the Recycling Center.
Equipment Darrell still needs license plates on the new truck.
The hose on the leaf vac was replaced.
Cemetery
There were no funerals since the last meeting.
Park
Darrell said the trails still need to be marked.
Resolution No. 2010-168 - Motion was made by Bonnie Howe and seconded by Brett Housley to purchase trees to plant at the park in an amount not to exceed $500.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Diane will contact Ken from Davey Tree regarding the trees.
Diane received a call from a resident who would like to use the park to star gaze and possibly have gatherings. Diane also was contacted by a resident who suggested keeping the park open during the winter. They enjoy walking. The Board agreed to keep the park open as long as we could weather permitting. It would be hard for the snow plow to go through the park and there is a lot of liability with the pond. The Board will be meeting on Friday with the road crew for employee evaluations.
ZONING INSPECTOR REPORT
There were eight (8) acts of business.
Jim received a call from Kerry Macomber, City of Ravenna Economic Development Director regarding the Trustees sending a letter of support to Ravenna Mayor Joseph Bica for the citys Connecting Communities Grant through AMATS for the Ravenna to Rootstown (R2R) Corridor. The Board agreed for Jim to prepare the letter. Jim said no one is interested in attending the Zoning Workshop in Cleveland.
FIRE CHIEF REPORT
Chief Palmer reported the Ford squad needed the diesel module replaced. The motor is under warranty with the exception of $100.00 co-pay. The squad will be in operation tomorrow.
They replaced the front shocks on the Freightliner squad this week. All work was done in house.
The elevator pit work has been completed. They will begin to wire brush and paint the hydraulic pipes in this area as advised by the State inspector.
Diane will complete her employee evaluation on Chief Palmer this week.
Resolution No. 2010-169 - Motion was made by Bonnie Howe and seconded by Diane Dillon to declare obsolete and unfit and authorize the sell of Rootstown Township personal property. The Trustees authorize the Fire Department to sell a washer and dryer to the Rootstown Local Schools in an amount of $1.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
UNFINISHED BUSINESS
Diane ordered the magnets for the Community Expo. The total cost was $211.80.
Brett has been in contact with Claudia from the Regional Planning Commission regarding green space in subdivisions. Diane questioned if the Township could enforce green space when developments are being built?
FISCAL OFFICER
Resolution No. 2010-170 - Motion by Brett Housley and seconded by Bonne Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Resolution No. 2010-171 - Motion was made by Brett Housley and seconded by Bonnie Howe to rescind Resolution No. 2010-158 adopted September 24, 2010 regarding Classical Construction being awarded the bid but has not contacted the Township. Today, Trustee Dillon reported she contacted Classical Construction, they did not realize an agreement was faxed and needed to be signed. The company is still interested. The Trustees agreed if the project is not satisfactory they will ask for reimbursement. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
Resolution No. 2010-172 - Motion was made by Brett Housley and seconded by Bonnie Howe to proceed with Classical Construction building the pavilion at the park. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.
