MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
November 9, 2010

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on November 9, 2010. Those in attendance were Trustees Diane Dillon, Bonnie Howe and Brett Housley, JoAnn Townend, Fiscal Officer, Chief Charles Palmer, Jim Mahood, Van Black, and Julie Gonzales.

Resolution No. 2010-181 – Motion was made by Bonnie Howe and seconded by Brett Housley to accept the minutes of October 12, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-182 – Motion was made by Brett Housley and seconded by Diane Dillon to accept the minutes of October 26, 2010. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, abstained, Brett Housley, yea.

ROAD SUPERINTENDENT REPORT

Bonnie reported the following:

Issue 2 has been completed.

The Lynn Road culvert pipe project started today.

Resolution No. 2010-183 – Motion was made by Bonnie Howe and seconded by Brett Housley agreed for the Road Department to work Thursday, November 11th (Veterans Day) and take Friday, November 12th off. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

EQUIPMENT

The license plates for the new truck have not arrived.

The windshield in the 2004 Chevrolet has been replaced. They are working on the brakes.

Resolutions No. 2010-184 – Motion was made by Brett Housley and seconded by Bonnie Howe to hire Akron Hydraulic to repair the hydraulic cylinder on the snow plow in an amount not to exceed $500.00. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

CEMETERY

There were two funerals since the last meeting.

PARK

We received more grindings for the park. Diane had told Darrell approximately a month ago to contact her and she would go with him and mark the trails. Bonnie will let Darrell know.

Payment for Davey Trees has been processed.

Resolution No. 2010-185 – Motion was made by Brett Housley and seconded by Bonnie Howe to install a “child at play” road sign on Lexington Place in the Lexington Place Subdivision. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

The restrooms at the park have been winterized. The Board agreed to leave the gate open until the pond begins to freeze.

ZONING INSPECTOR REPORT

There was six (6) act of business.

Jim reported that Mr. Busso requested copies of the Board of Appeals meeting minutes.

The windows at the rental house have been completed. This was paid by NOPEC monies.

Jim gave the Board copies of the City of Ravenna’s Connecting Communities Grant and a copy of the Township’s letter of support. This grant is a feasibility study to install a corridor from Rootstown to Ravenna. There is no cost to the Township.

Jim received a letter of resignation from Deron Boring from the Zoning Board of Appeals effective at the end of the year.

Jim had the copy machine serviced and is working good now.

Brett will contact the Board members whose term will expire this year to see if they are interested in another term. The Board agreed we may need to advertise.

FIRE CHIEF REPORT

For the month of October the following calls were made:

EMS: 54
Fire: 24
Car Accidents: 8
Total: 86

Issue 25, a five year 2.85 mill levy was passed by the voters on Election Day. This levy generates approximately $484,000.00 annually.

Due to the recent damage of the fire truck and the fire station; PERSO has been reviewing the accident. The fire truck has been taken to Twinsburg for repair. It will take approximately 2 ˝ weeks. They are waiting on the insurance contract in order to repair the fire station.

Resolution No. 2010-186 – Motion was made by Brett Housley and seconded by Bonnie Howe to offer open enrollment for optional insurance coverage paid by the employees (i.e. vision and dental). Open enrollment will be December 1st through December 15th. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

The Board agreed to include this wording in the Employee Manual.

UNFINISHED BUSINESS

Brett will be attending the Regional Planning Commission meeting tomorrow.

Diane spoke to Portage Self Storage and they have offered the Township 25% discount to store our records. Brett will ask Jim to see how many boxes there are.

Resolution No. 2010-187 – Motion was made by Brett Housley and seconded by Bonnie Howe to purchase a $50.00 gift card for the artist who designed the Township’s cancellation stamp on “Stamp Day”. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

FISCAL OFFICER

Resolution No. 2010-188 - Motion by Brett Housley and seconded by Bonne Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

JoAnn gave the Board a letter from the United States Department of Agriculture regarding a notice of out-of-balance tracts. JoAnn will contact the department to get more information.

JoAnn presented a letter from Medical Mutual regarding grandfathering information for health care plans. JoAnn will contact them to see if it pertains to the Township.

JoAnn received information from PERSO. She forwarded a copy to Chief Palmer.

JoAnn reported the audit findings for the Township was good. The deposits need to be completed in a timely matter. JoAnn will create a form and will have the departments complete them. They suggested having the personnel files at one central location and have the sick/vacation leave forms attached to payroll.

Resolution No. 2010-189 – Motion was made by Brett Housley and seconded by Bonnie Howe for the Rootstown Township Trustees to move into executive session at 6:51 PM to discuss personnel issues. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010-190 - Upon conclusion of the above referenced discussion a motion was made by Diane Dillon and seconded by Bonnie Howe that the Rootstown Township Trustees move out of executive session at 7:30 PM. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

After exiting Executive Session, the Trustees took the following action:

Resolution No. 2010-191 – Motion was made by Diane Dillon and seconded by Brett Housley to authorize a disciplinary action letter to be sent to Darrell Stephens, Road Superintendent. Upon roll call the vote as follows: Diane Dillon, yea, Bonnie Howe, yea, Brett Housley, yea.

Resolution No. 2010–192 - Motion by Bonnie Howe to adjourn at 7:30 p.m.
