MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
November 10, 2009

The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on November 10, 2009. Those in attendance were Trustees Bonnie Howe, Diane Dillon and David Armentrout, JoAnn Townend, Fiscal Officer, Darrell Stephens, Jim Mahood, Van Black and Julie Gonzales.

Resolution No. 2009-220 – Motion was made by Diane Dillon and seconded by David Armentrout to accept the minutes of October 27, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

ROAD SUPERINTENDENT REPORT

The steps and drains have been installed around the Town Hall.

The steps at the old post office have been repaired so the step is lower.

Darrell received another quote to remove twelve (12) dead trees on Camp Road and the Town Hall from Enterprise Tree Service in the amount of $3,175.00. The Board agreed to hire Dominic’s Tree Service for $2,000.00 (Resolution No. 2009-216 adopted October 27, 2009).

Darrell completed the employee evaluations for the Road Crew.

The 4500 Chevy had to be towed to Wise’s for repair. The compression in the transmission had to be fixed.

Darrell reported the cut-off saw needs replaced. The saw is approximately fifteen (15) years old and Leppo’s said it is not fixable. Darrell received the following quotes:

Resolution No. 2009-221 – Motion was made by Diane Dillon and seconded by David Armentrout to purchase a cut-off saw to cut concrete from Leppo’s in an amount not to exceed $1,039.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

There were two (2) funerals since the last meeting and one on Wednesday.

Darrell suggested the road crew work Wednesday (Veterans Day) and take Friday, November 13th off. The Board agreed. The plaque has been installed on the new storage shed at Homeland Cemetery.

Dave gave the Board a letter from Grace Luthy asking us to reimburse her $216.00 a picture from a tombstone that was damaged. She believes it was damaged by the road crew. Dave would contact Chris from American Monument to see what he would charge the Township.

The opening and closing burial costs are waived for the funeral of Russell Riemenschneider.

The trees for the park have been picked up and the crew will be planting them Wednesday and Thursday.

Darrell received the BUSTR Closure Form for the tanks. He will keep the form in his files.

Resolution No. 2009-222 – Motion was made by Diane Dillon and seconded by David Armentrout to award the bid to Central Allied Enterprises, Inc. for the 2009 road improvement project (Issue 2) in an amount of $160,037.90 for the road repaving of Bird Development. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Dave reported at Community Awareness Day a resident informed him that the first drive at Homeland Cemetery approximately 20 feet north there is a low area which needs to be filled. Darrell will check it out.

FIRE CHIEF’S REPORT

Diane Dillon reported the following:

They are still waiting on the results for the physiological evaluations for the candidates for the captain’s position at the Fire Department.

ZONING INSPECTOR REPORT

Jim reported there were six (6) acts of business.

There will be four (4) Board members attending the 2009 Ohio Cleveland Planning & Zoning Workshop.

The Zoning Commission will be having a workshop on Thursday at 5:00 PM to discuss wind turbine and solar panels.

Resolution No. 2009-223 – Motion was made by David Armentrout and seconded by Diane Dillon to purchase telephones for the Zoning and Road Department from Independence Business Supply in an amount not to exceed $204.94. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

Jim reported they had to replace the soffits at the rental house and repair several other items. Jim said Mr. Kitchen mentioned there is a water issue in the basement. The Board asked Jim to inform them of any repairs requested by Mr. Kitchen.

Jim will put “Happy Holidays” on the sign at the Town Hall.

Van reported a barn is falling down on New Milford Road.

RESIDENT’S COMMENTS

Adam Michl, Boy Scout was present to propose a project to receive his Eagle Scout badge. He proposed constructing three (3) benches to be placed at the Township Park. The cost of the project is $500.00, Mr. Michl will ask for donations from local businesses.

Resolution No. 2009-224 – Motion was made by David Armentrout and seconded by Diane Dillon to have Adam Michl construct three (3) benches to be placed at the playground area at the Township Park. The completion date is February 28, 2010. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

The Board suggested Adam to contact Darrell.

FISCAL OFFICER

Resolution No. 2009-225 - Motion by Diane Dillon and seconded by David Armentrout to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

The Board had no changes to the Rootstown Historical Society ground lease. JoAnn will forward to the Historical Society for signature.

JoAnn received a letter from Municipal Publications regarding an error in the map from Ms. Pittman’s ad (Lighthouse Tax & Bookkeeping). Municipal Publications agreed to refund a portion of her of money.

Resolution No. 2009-226 – Motion was made by David Armentrout and seconded by Diane Dillon to authorize payment in the amount of $202.98 to Portage County Solid Waste Management District for the clean-up day that was held on October 10th. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, yea.

JoAnn received a letter from Eugene Mills seeking re-appointment to the Zoning Board of Appeals.

UNFINISHED BUSINESS

The signs for the Swinehart Pavilion and the Old Cemetery will be delivered from Jaytek Signs.

Dave attended a meeting sponsored by The National Park Services regarding recent Congressional request to conduct a Western Reserve Heritage Area Feasibility Study.

Dave and Bill Hahn attended the Portage Soil & Water Conservation District’s Storm Water Management Presentation and tour in conjunction with the Ohio Department of Natural Resources at the Suffield Admin Building.

When Dave attended the Chamber meeting they discussed having the Spring Booster Fest in conjunction with Community Awareness Day since the turn out for Community Awareness Day didn’t go so well.

Dave said the Regional Planning Commission’s budget is failing. It is consistently being reduced.

Dave spoke to Chris Meduri regarding the resident who asked the Township to repair the deteriorating sidewalks on Tallmadge Road. The Board did not think it was the Township’s responsibility. Mr. Meduri will research this issue.

Dave said the KLA Risk Consulting will be e-mailing a waiver form to JoAnn.
