MINUTES OF THE ROOTSTOWN TOWNSHIP TRUSTEES
November 24, 2009
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on November 24, 2009. Those in attendance were Trustees Bonnie Howe and David Armentrout, JoAnn Townend, Fiscal Officer, Chief Palmer, Darrell Stephens, Van Black and Julie Gonzales.
Resolution No. 2009-228 – Motion was made by David Armentrout and seconded by Bonnie Howe to accept the minutes of November 10, 2009. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.
ROAD SUPERINTENDENT REPORT
Resolution No. 2009-229 – Motion was made by David Armentrout and seconded by Bonnie Howe to apply for the Issue 2 Infrastructure Program through the Ohio Public Works Commission (OPWC) road improvement project for Camp Road. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.
The Road Crew will be attending a Eastern Ohio Utilities “Call Before You Dig” Seminar on December 10th, weather permitting.
The F-450 is almost 10 years old. Darrell will check into State bids to purchase a truck in the future.
The new saw has been picked up from Leppo’s.
Resolution No. 2009-230 – Motion was made by David Armentrout and seconded by Bonnie Howe to hire Akron Hydraulics to repair the salt spreader in an amount not to exceed $185.00. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.
There were two (2) funerals since the last meeting.
Darrell spoke to the Rock Of Ages regarding replacing the picture of the tombstone at Homeland Cemetery (Grace Luthy). They said it was under warranty and would take care of replacing the picture. Darrell will contact Grace Luthy.
The drain pipe has been replaced at Homeland Cemetery. Dave also marked another soft spot the crew may want to replace.
The trees have been planted and mulched at the park.
Darrell asked for the Trustee’s signature on the Ohio Department of Transportation Annual County Highway System Mileage Certification (2009), as presented by Mickey Marozzi, County Engineer, certifying that the total certified mileage at the end of Calendar Year 2009 in Rootstown Township was 40.986. Darrell will make copies for the Board.
The crew removed some old bushes and leaves from Homeland Cemetery.
The dead trees on Camp Road have been removed.
The Board agreed to send Mr. & Mrs. Greer, on the corner of Kline and Bower Road a letter informing them that Darrell will be trimming a tree on their property for safety concerns.
Darrell informed the Trustees the Sheriff’s Department was called because old building material was dumped on Lynn Road. The crew found an address in one of the trash bags and the Sheriff’s Department is going to investigate.
ZONING INSPECTOR REPORT
Van reported there were five (5) acts of business.
Van reported Jim Mahood sent Mr. John Denning of Tallmadge Road a letter because at one of the Zoning Board of Appeals meeting Mr. Denning was given a year to pave or chip & seal his parking lot. His year has now exhausted.
The Board agreed that the Rootstown Township Historical Society could decorate the Town Hall.
FIRE CHIEF’S REPORT
Chief Palmer gave the Trustees copies of Abstract of Driving Record from the Ohio Bureau of Motor Vehicles. This is to be done annually.
Chief Palmer presented a Liability Agreement for use of the Fire Station to be reviewed by the Board.
To date there are 46 lock boxes installed.
Dave read a letter from a resident thanking the Trustees and Chief Palmer for the lock boxes.
Chief Palmer is working on the employee evaluations.
FISCAL OFFICER
Resolution No. 2009-231 - Motion by David Armentrout and seconded by Bonnie Howe to pay bills on file with the Fiscal Officer. Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.
JoAnn gave the Trustees copies of the roads that were accepted to the Township in the New Milford Estates Subdivision.
Resolution No. 2009-232 – Motion was made by David Armentrout and seconded by Bonnie Howe to adopt the following forms as approved by Chris Meduri, Portage County Prosecutor.
- Rootstown Township Volunteer Liability Release
- Rootstown Road Department Civilian Observer Form
- Covenant Not To Sue Release Of Liability Waiver Of Damage Or Injury Form (Lowden House invitees)
Upon roll call the vote as follows: Bonnie Howe, yea, David Armentrout, yea, Diane Dillon, absent.
Resolution No. 2009-233 – Motion was made by David Armentrout and seconded by Bonnie Howe to adopt the following forms as approved by Chris Meduri, Portage County Prosecutor.

- Liability Agreement For Use of Township Property (tables, chairs, etc.)

UNFINISHED BUSINESS
Dave discussed the Regional Planning Commission budget meeting that they had with the Portage County Commissioners’.
Dave said Rob Swauger from the Zoning Commission verbally resigned at their Commission meeting effective at the end of the year.
JoAnn Townend swore in newly elected Township Trustee Brett Housley. His term will begin January 1, 2010.
