Minutes of the Regular Meeting of the Rootstown Township Trustees,
December 12, 2006
The regular meeting of the Rootstown Township Trustees opened at 5:30 p.m. on December 12, 2006. Those in attendance were Trustees Bonnie Howe and David Armentrout, JoAnn Townend, Darrell Stephens, Jim Mahood, Van Black and Julie Carpenter.
Resolution No. 2006-209 - Motion was made by David Armentrout and seconded by Bonnie Howe to accept the minutes of November 28, 2006. Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
Resolution No. 2006-210 - Motion was made by David Armentrout and seconded by Bonnie Howe to accept the minutes of the special meeting held December 5, 2006. Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
Bob Park & Eagle Scout Jonathan Park
Jonathan Park was present to introduce himself. He will now be in charge of the sign project at Gracie Field Park. The cost is $1,400.00 and he is adding three (3) years of landscaping service. To date they received $1,100.00 in donations. The completion date is approximately five (5) weeks.
Resolution No. 2006-211 – Motion was made by David Armentrout and seconded by Bonnie Howe to amend Resolution No. 2006-167 which approved the Board to donate $1,400.00 to the Eagle Scout construction of the new entrance sign at the park, the Board of Trustees agree to donate $300.00 to the Eagle Scout sign project. Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
ROAD SUPERINTENDENT’S REPORT
Darrell received information from Master Mind regarding the sign inventory. He will review and make his recommendation.
Resolution No. 2006-212 – Motion was made by David Armentrout and seconded by Bonnie Howe to continue the agreement with Working Partners for drug testing for Rootstown Township employees. Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
Darrell will notify Working Partners.
150 Tons of salt has been ordered.
Darrell is still investigating the mail slots for the Town Hall. When Diane gets back he will get booklets from her.
The Road Crew will be attending a Christmas luncheon on Friday at 12:30 PM in Randolph.
Resolution No. 2006-213 – Motion was made by David Armentrout and seconded by Bonnie Howe to purchase the following equipment upon the recommendation of the Road Superintendent in an amount not to exceed $ 2,114.00. Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
Pressure Washer $1,000.00 Home Depot 18 Volt Cordless Impact $ 354.00 Hyde’s Automotive Jack (Replacement) $ 759.99 Hyde’s Automotive There were two (2) funerals and one (1) on Thursday since the last meeting.
Two (2) cedar trees were removed at the cemeteries that were damaged from the windstorm.
Dave received a complaint regarding 4-wheelers on the road in Harvest Hills. Since the Township does not install guardrails Dave asked that the Road Crew post reflectors.
JoAnn gave the Board a letter from Jennifer Redman, Portage County Prosecutor’s Office recommendations to the Driving Rules and Regulations form. The Trustees will review.
Rich Hedrick of Diamond, Matt Bennett of Diamond and Beth Fleming of Edinburg who are government students were present.
ZONING INSPECTOR’S REPORT
There were 4 acts of business.
Jim informed the Board that Mr. Krummel is in violation of zoning code for leasing several houses in Marsh Creek Development. The Board asked Jim to work with Chris Meduri to prepare a letter.
Jim is still working on his job manual.
Resolution No. 2006-214 – Motion was made by David Armentrout and seconded by Bonnie Howe to cancel the Rootstown Township Trustees Board meeting scheduled for Tuesday, December 26, 2006. The Board will schedule a special meeting if it is necessary. Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
Dave contacted the Army Corp of Engineers and they did not find a record of Mr. Lorentz not being able to landscape his property. Jim said he has been doing some work. The Board asked Jim to send a letter to inform him the Trustees are aware that work is being done.
Dave gave Jim the Regional Planning Commission packet for his review.
A few months ago Chief Palmer attended a Fire District informational meeting. To date there has been no further action.
FISCAL OFFICER
JoAnn gave the Board several letters of interest for the Zoning Boards. The Board will be appointing new members in January.
JoAnn gave the Board the Portage County Prosecutor’s opinion regarding the option of donating money versus flowers, etc.
Resolution No. 2006-215 – Motion was made by David Armentrout and seconded by Bonnie Howe to adopt the 2007 fiscal year appropriation budget. Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
Resolution No. 2006-216 - Motion was made by David Armentrout and seconded by Bonnie Howe to pay bills on file with the Fiscal Officer. Upon roll call all yeas and no nays.
There will be a Storm Water Task Force Meeting tomorrow from 9-11.
Records Committee Meeting
David Armentrout opened the meeting at 7:00 PM
Resolution No. 2006-217 – Motion was made by Bonnie Howe and seconded by David Armentrout and elect David Armentrout as Chairman for the Records Committee for 2007. Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
There are several forms that are in the review process that were presented by OTARMA.
Resolution No. 2006-218 – Motion was made by David Armentrout and seconded by Bonnie Howe to adopt the following forms for use of the Road Crew Department:
- Citizen Complaint Form
- Safety Policy Form
- Playground Inspection Form
Upon roll call the vote was as follows: Bonnie Howe, yea; Diane Dillon, absent; David Armentrout, yea.
David Armentrout closed the meeting at 7:10 PM.
